مقاربة الأمن المجتمعي في منطقة الساحل الأفريقي من 2011 إلى 2023 : دراسة حالة مالي

Abstract

تهتم هذه الدراسة بمنطقة الساحل الإفريقي عموما ومالي بوجه الخصوص، حيث تركز على دور العوامل الهوياتية والداخلية في التأثير على الأمن المجتمعي في الساحل ومالي، كما تطرقت الدراسة إلى دور التعددية الأثنية في تفكيك النسيج المجتمعي في حال عدم قدرة الدولة على فرض حالة التعايش والسلم بين مختلف الأثينيات وهذا بالنسبة بالشق الأفقي من النزاع، أما في حالات أخرى فيمكن أن يأتي التهديد من الدولة نفسها. هذا وقد تطلبت طبيعة الموضوع استخدام عدة مناهج وأدوات علمية على غرار منهج دراسة حالة والمنهج المقارن والذي يساعدنا للمقارنة بين مختلف الإستراتيجيات التي تم تبنيها من أجل تحقيق الأمن المجتمعي في مالي، كما تم الاعتماد في التحليل على النظرية البنائية ومقاربة الأمن المجتمعي كإسقاط على الدراسة.

The interest of this thesis was focused on the African Sahel region in general and the state of Mali in particular, and it focused on the role of identity and internal factors in influencing societal security in the African Sahel, especially the state of Mali. The thesis also touched on the major role of ethnicpluralism and its contribution to the possibility of influencing societal fabrics, in the event that the state is unable to impose a state of coexistence and peace and establish a culture of acceptance of the other among the various ethnic groups . This means the possibility of the state becoming a source of threat in itself. In view of the nature of the thesis topic, several scientific approaches and tools have been used, such as the case study approach, as well as the comparative approach, the latter of which helps us to compare the various strategies that have been adopted in order to achieve societal security in Mali. The analysis has also been based on constructivist theory. And also the societal security approach as an application to the study . Cette étude se concentre sur la région du Sahel africain en général et le Mali en particulier. Elle examine le rôle des facteurs identitaires et internes dans l'impact sur la sécurité communautaire au Sahel et au Mali. L'étude aborde également le rôle du pluralisme ethnique dans la déstructuration du tissu social en cas d'incapacité de l'?tat à imposer une coexistence pacifique entre les différentes ethnies, ce qui concerne l'aspect horizontal du conflit. Dans d'autres cas, la menace peut provenir de l'?tat lui-même. La nature du sujet a nécessité l'utilisation de plusieurs méthodes et outils scientifiques, tels que la méthode de l'étude de cas et la méthode comparative, qui nous aident à comparer les différentes stratégies adoptées pour assurer la sécurité communautaire au Mali. L'analyse s'appuie également sur la théorie constructiviste et l'approche de la sécurité communautaire comme une application de l'étude.
