أثر النظام الحزبي على الأداء البرلماني في دول المغرب العربي : دراسة حالة الجزائر 1990-2012

Abstract

تعد الأحزاب السياسية من أهم التنظيمات السياسية التي تؤثر بشكل مباشر على سير وحركة النظام السياسي وضمان استمراره واستقراره، فهي تؤدي دوراً مهماً في تنشيط الحياة السياسية وصارت تُشكل ركناً أساسياً من أركان النظم الديمقراطية، فأداء الأحزاب ينعكس سلباً أو إيجاباً على نوعية الحياة السياسية وعلى مستوى التطور الديمقراطي والتحديث السياسي وفاعلية النظام السياسي الذي يُعدّ انعكاساً للنظام الحزبي السائد في الدولة. إن المتتبع للأداء البرلماني للأحزاب السياسية في الجزائر يلاحظ قلة اقتراحات القوانين مقارنة بالمشاريع ذات المصدر الحكومي، وضعف استعمال الآليات الرقابية خاصة تلك التي تؤدي إلى تحريك المسؤولية السياسية للحكومة، حيث لم يسبق وأن سقطت حكومة بسبب عدم مصادقة البرلمان على برنامجها أو عدم تصويته على ملتمس رقابة نظرا للشروط التعجيزية . إن وجود منظومة دستورية وقانونية مهما كانت لا يؤدي بالضرورة إلى تفعيل الأداء البرلماني، لأن ذلك يتطلب قناعة السلطة بدور الأحزاب السياسية في المؤسسات الديمقراطية و بأهميته في تفعيل وتطوير الأداء البرلماني، وما يتطلبه من تغيير جذري يمس عدة مستويات تؤسس لعمل برلماني تحترم فيه إرادة الناخبين في انتخاب من يمثلهم فعلا و يتبنى انشغالاتهم ويمارس صلاحياته كاملة بكل حرية ومسؤولية في مجالي التشريع والرقابة . Political parties are among the most important political organizations that directly influence the functioning and movement of the political system and ensure its continuity and stability. They play an important role in revitalizing political life and have become an essential pillar of democratic systems. The performance of parties reflects positively or negatively on the quality of political life and the level of development. Democracy, political modernization, and the effectiveness of the political system, which is a reflection of the party system prevailing in the country. Those who follow the parliamentary performance of political parties in Algeria notice the scarcity of law proposals compared to government-sourced projects, and the weak use of oversight mechanisms, especially those that lead to shifting the political responsibility of the government, as no government has ever fallen due to Parliament not approving its program or not voting on an oversight petition. Due to the impossible conditions. The existence of a constitutional and legal system, whatever it may be, does not necessarily lead to the activation of parliamentary performance, because that requires the authority's conviction of the role of political parties in democratic institutions and its importance in activating and developing parliamentary performance, and the radical change it requires that affects several levels that establish parliamentary work in which the will of voters is respected. Electing someone who actually represents them, embraces their concerns, and exercises his full powers with full freedom and responsibility in the areas of legislation and oversight.
