لطالما شكل الأمن القضية الأهم في حياة الإنسان، وقد انعكس ذلك على سلوكك اتجاه الآخر وتجلي هذا الاتجاه أكثر فأكثر بظهور الدولة عرب مختلف مراحل تطورها، حتي باتت هذه القضية أكثر نضوجا وحيوية. و قد أصبح لقضية الأمن أشكال وأبعاد متعددة غطت كل المجالات و مستويات الحياة؛ حيث ساهم في بلورت تنوع التهديدات والتغيير المستمر في طبيعتها، عوامل عديدة من أبرزها وأهمها الثورة الصناعية والمعرفية التي عرفتها البشرية في القرن العشرين. ويعد التطور التكنولوجي ولا يسما في مجال تكنولوجيا المعلومات والاتصال في عصرنا الحالي أحد أهم الروافد التي غذت هذا التنوع والذي أنتج لنا طبائع جديدة من التهديدات الأمنية، التي من أبرزها تلك النابعة من الفضاء السيبرياني؛ حيث كان لها الأثر المباشر على أمن الفرد والدولة والتنظيم الدولي، حيث ستعاجل الدراسة التهديدات التي واجهها هذا الأخير.
