الصناعة الصيدلانية وتفعيل دورها في الاقتصاد الوطني

Abstract

تهدف هذه الدراسة إلى إبراز دور الصناعة الصيدلانية في الاقتصاد الوطني، باعتبارها دعامة أساسية في تكوين البعد الاقتصادي الاستراتيجي للجزائر وذلك لارتباطها المباشر بتأمين صحة المواطن إضافة إلى أهميتها الاقتصادية، وارتباطها الوثيق بالمنظومة الصحية. وبالرغم من أن الصناعة الصيدلانية ما زالت تلعب دورا اقتصاديا متواضعا في الوقت الراهن، مقارنة بالصناعات التحويلية الأخرى من حيث الإنتاج، والتشغيل والتصدير إلا أنها تساهم بشكل أساسي في تغطية احتياجات السوق المحلي من الدواء، كما أنها ما زالت تواجه تحديات كبيرة يتوقع أن تؤثر على استمرارية ومستقبل هذه الصناعة، ولعل أبرزها ازدياد حدة المنافسة في السوق المحلي مع منتجات الأدوية المستوردة. قد توصلنا عمليا من هذه الدراسة إلى تحليل واقع السوق الدوائي في الجزائر من خلال عمليات تنفيذ السياسات الدوائية لتوفير الأدوية التي تجسدت في شكل قوانين وتشريعات سعت من خلالها الحكومة الجزائرية إلى تنظيم سوق الأدوية لجعل الصناعة الدوائية الوطنية خياراً استراتيجياً وضرورة سيادية لتحقيق درجة كبيرة من الأمن الدوائي، كما بينت الدراسة أن الصناعة الدوائية تتجسد في أهمية البحث والتطوير للوصول إلى أدوية جديدة.

Cette étude vise à montrer le rôle prépondérant que joue l'industrie pharmaceutique dans le tissu économique nationale, puisque elle constitue un des principaux piliers de la stratégie économique nationale car elle est en étroite relation avec le système sanitaire du pays et elle contribue à la sauvegarder la santé des citoyens. Il est à mentionner que, malgré que l'industrie pharmaceutique contribue modestement à l'exportation et au marché de l'emploi, comparativement aux autres filières de l'industrie de transformation, elle a pu couvrir les besoins du marché local en médicaments et alimenter le marché national et ce malgré diverses contraintes liés principalement à la concurrence des produits importé fabriqués par les géants mondiaux de l'industrie du médicament. Nous sommes parvenus, à établir une analyse du marché pharmaceutique algérien à travers l'étude des processus de mise en application des politiques pharmaceutiques pour garantir la fourniture en médicaments, qui se sont concrétisées sous forme de lois et de textes juridiques à travers lesquelles le gouvernement algérien a vise à réglementer le secteur du médicament, et à faire de l'industrie pharmaceutique nationale un choix stratégique et une affaire de souveraineté, ceci pour atteindre un haut degré de sécurité pharmaceutique. L'étude a également montré que le secteur de l'industrie du médicament est intrinsèquement lié au domaine de la recherche et à la découverte de nouvelles molécules

This study aims to show the importance of Pharmaceutical industry in the national economy, Since it is considered as an important pillar in the economic strategy and to it's direct relationship with citizen's health and the economic importance and it's relation with health system. Although pharmaceutical industry Still have a modest economic part nowadays comparatively with the other industries in term of productivity, employing and exporting. it contibutes effectively to coverthe local market needs of medicines. On the other hands it faces a lot of difficulties that can have a great impact on the future of this industry especially the increasing of the competition in the local with imported. Thanks to this study we could make a concise analyses to the Algerian pharmaceutical market through the implementation of policies aiming to save medicines through legislations tha the Algerian government used to organize the local market and to make this industry a stategic option and soverriegn necessity to reach the pharmaceutic security. We can say also that this study demonstrated that pharmaceutical industry is strongly related related to the scientific research to create new molecules.
