ميزان القوى العسكري في حوض المتوسط وأثره على استقرار المنطقة

Abstract

تحاول هذه الدراسة أن تتناول مسألة التفاعلات الدولية في البحر الأبيض المتوسط الذي يستمد أهميته الإستراتيجية والجيوسياسية من موقعه الجغرافي المتميز، ونحاول أن تطرق لمسألة ميزان القوى من زاويتين، الأولى، ما يشهد المتوسط من تكدسات للأسلحة سواء تلك التي تتجهز بها دوله، أو الدول الخارجة عن حدوده ولكنها فاعلة فيه، بحيث يعتبر عامل القوة العسكري أعلى صوتا في ميدان صنع القرار داخل المتوسط والركيزة الأساسية التي تعتمد عليها الدول في إظهار قوة فاعليتها الدبلوماسية انطلاقا من قدرتها على الهجوم أو الردع خصوصا حينما يتعلق الأمر بالأمن القومي والسيادة الوطنية، والمسألة الثانية وفي ظل تغيرات النظام الدولي، يمكن أن يسهم ميزان القوى في تأمين الاستقرار والأمان، بدلاً من التركيز على التنافس في الجوانب العسكرية، ويكون مدخلا لتحقيق التعاون في المنطقة المتوسطية، بهدف إقامة منطقة آمنة ومستقرة تساهم في الرخاء الإقليمي والعالمي.

This study attempts to address the issue of international interactions in the mediterranean sea, which derives its strategic and geopolitical importance from its distinguished geographical location. We try to approach the issue of the balance of power from two angles. The first is the accumulation of weapons in the mediterranean, whether those that its countries are equipped with or those of countries outside its borders but active within it. The military power factor is the loudest voice in the decision-making field within the mediterranean and the fundamental pillar on which states rely to demonstrate the strength of their diplomatic effectiveness, based on their ability to attack or deter, especially when it comes to national security and sovereignty. The second issue, in light of changes in the international system, is that the balance of power can contribute to securing stability and safety, instead of focusing on competition in military aspects. It can be an entry point to achieving cooperation in the mediterranean region, with the aim of establishing a safe and stable area that contributes to regional and global prosperity.

Cette étude tente de traiter la question des interactions internationales dans la mer Méditerranée, qui tire son importance stratégique et géopolitique de sa position géographique exceptionnelle. Nous essayons d'aborder la question de l'équilibre des pouvoirs sous deux angles. Le premier concerne l'accumulation d'armements en Méditerranée, qu'il s'agisse de ceux dont sont équipés ses pays ou de ceux des pays extérieurs à ses frontières mais qui y sont actifs. Le facteur de puissance militaire est la voix la plus forte dans le domaine de la prise de décision en Méditerranée et le pilier fondamental sur lequel les ?tats s'appuient pour démontrer la force de leur efficacité diplomatique, en fonction de leur capacité à attaquer ou à dissuader, en particulier lorsqu'il s'agit de sécurité nationale et de souveraineté nationale. La deuxième question, dans le contexte des changements du système international, est que l'équilibre des pouvoirs peut contribuer à assurer la stabilité et la sécurité, au lieu de se concentrer sur la concurrence dans les aspects militaires. Cela peut être un point d'entrée pour réaliser la coopération dans la région méditerranéenne, dans le but d'établir une zone sûre et stable qui contribue à la prospérité régionale et mondiale.
