دور الشراكة بين القطاع العام والخاص في تطوير القطاع الصناعي دراسة حالة الجزائر من 1989 إلى2019

Abstract

شهد الاقتصاد الجزائري منذ الاستقلال إلى يومنا هذا العديد من التحولات حيث حاولت الحكومات في كل مرحلة وضع سياسات وإصلاحات للتكيف مع معطيات ومتغيرات البيئة الداخلية والخارجية بهدف النهوض بالاقتصاد الوطني والاستجابة للمتطلبات الاجتماعية ، وحاولنا من خلال هذه الدراسة معالجة دور الشراكة بين القطاع العام والخاص في تطوير القطاع الصناعي دراسة حالة الجزائر من 1989 إلى2019 ،هذا نظرا لأهمية القطاعين العام الخاص كجنحين للتنمية، بالتركيز على قطاعات صناعية طبقت إستراتيجية الشراكة في الجزائر كالصناعة الدوائية والصناعات الاستخراجية و المنجمية دراسة حالة سوناطراك وصناعة الحديد والصلب. وعلى الرغم من الغياب التشريعي الخاص بالشركة،إلا أن وجود نصوص قانونية قطاعية متفرقة نظمت عقود الشراكة، وأثبتت نجاحها وبالرغم من وجود بغض النقائص، وبسبب تأثيرات البيئة الاقتصادية الداخلية والخارجية، هذا كله شجع صانع القرار الجزائري لإصدار قانون جديد للاستثمار رقم 22-18،وباقتراح مشروع قانون الشراكة الأمر الذي سبقتنا إليه عديد الدول الشقيقة ،وحتى الأجنبية، وهذا بهدف تحقيق التنمية الصناعية وتجسيد التنمية الشاملة L'économie algérienne a connu, depuis l'indépendance jusqu'à nos jours, de nombreuses transformations, les gouvernements ayant tenté à chaque étape d'élaborer des politiques et des réformes pour s'adapter aux données et variables de l'environnement interne et externe afin de faire progresser l'économie nationale et de répondre à travers cette étude, nous avons essayé d'aborder le rôle du partenariat entre les secteurs public et privé dans le développement du secteur Etude de cas industriel Algérie de 1989 à 2019, cela est dû à l'importance des secteurs public et privé comme ailes du développement, en mettant l'accent sur les secteurs industriels qui ont appliqué la stratégie de partenariat en Algérie, tels que l'industrie pharmaceutique, les industries extractives et minières, une étude de cas de Sonatrach, et la sidérurgie. Malgré l'absence législative de l'entreprise, l'existence de textes juridiques sectoriels distincts qui réglementaient les contrats de partenariat et prouvaient leur succès malgré l'existence de lacunes, et en raison des effets de l'environnement économique interne et externe, tout cela a encouragé la décision algérienne -maker à publier une nouvelle loi sur l'investissement n ° 18-22, avec une proposition Le projet de loi sur le partenariat, quelque chose que de nombreux pays frères, même des pays étrangers, nous ont précédés, dans le but de réaliser le développement industriel et d'incarner le développement global

The Algerian economy has witnessed, since independence to the present day, many transformations, as governments have tried at every stage to develop policies and reforms to adapt to the data and variables of the internal and external environment in order to advance the national economy and respond to social requirements. Through this study, we have tried to address the role of partnership between the public and private sectors in developing the sector. Industrial case study Algeria from 1989 to 2019, this is due to the importance of the public and private sectors as wings of development, by focusing on industrial sectors that applied the partnership strategy in Algeria, such as the pharmaceutical industry, extractive and mining industries, a case study of Sonatrach, and the iron and steel industry.
