السياسة الخارجية الروسية تجاه منطقة القوقاز (1992-2012)

Abstract

تسعى هذه الدراسة إلى الكشف عن الاعتبارات الحاكمة للسياسة الروسية تجاه منطقة القوقاز وتحليل أولوية دول ضمن دول الجوار القريب، في سياستها الخارجية، باعتبار المنطقة محددا ثابتًا لأمنها القومي على مدار قرون من الزمن حينما توسعت على حسابها، بحثا عن إطلالة على المياه الدافئة للتحرر من حبس المياه المتجمدة لها على مدار شهور السنة تقريبًا، لتتوسع روسيا انطلاقا من منطقة القوقاز وتبني مجدها القيصري والإمبراطوري ويضل الإقليم يشكل أولوية جيوبوليتكية لسياسة روسيا في صورتها الاتحادية ومنفذا نحو ممارسة دور إقليمي وعالمي مؤثر، استعادت من خلاله مكانتها الدولية التي تلاشت في أعقاب تفكك الإتحاد السوفياتي. واستندت الدراسة إلى منهج دراسة الحالة ومقاربة نظرية الدور في دراسة السياسة الروسية تجاه دول منطقة القوقاز من خلال التطرق إلى سياقها وتوجهاتها التي تتحدد بناء على إدراك الدور من طرف صانع السياسة الخارجية، وتظهر مخرجات ذلك في تحديد مصالح وأهداف سياسة روسيا القوقازية بأبعادها المختلفة، وتحديدًا في الأدوار التي تمثل المتغير الوسيط بين عملية إدراك الدور وأدائه وسلوكه. وقد أظهرت الدراسة أن روسيا تمارس أدورًا متعددة في المنطقة القوقازية، كدور حارس الإقليم وقائده، والساعي للهيمنة وقائد التكامل الإقليمي، وتجلت هذه الأدوار من خلال الأبعاد الأمنية والعسكرية وكذا الأبعاد الاقتصادية والاجتماعية لسياسة روسيا القوقازية ضمن سياق البحث عن هوية جديدة للسياسة الخارجية الروسية لتحقيق دور القوى العظمى واستعادة المكانة في سلم القوى العالمي.

This thesis aims at analyzing the main aspects of Russia's policy towards the Caucus because this region has been considered as vital for this country's search to ensure national security and get access to warm waters, to extirpate itself from territorial confinement and isolation. The objective of Russia's expansion over the Caucus region aims also at reviving the past glory and splendor of the Imperial and Tsarist periods.

The Caucus consists of a geopolitical priority for Russia to enhance its world global power and strengthen its influence on this region to regain the international prestige and status of the Soviet Union. This thesis, based on a case study, uses the role theory approach to analyze Russian policy towards the Caucus countries through scrutinizing the perceptions and policies expressed by Russian decisions makers. The outcome of this analysis pertains to apprehending the objectives of Russia's policy towards the Caucus through the study of the various dimensions of this stance and the roles played by Russia in this region, and the imprint made by the presidential circle in forging the country's perceptions, shaping its regional behavior and nurturing substantial benefits.

The thesis sheds light on the multiple roles played by Russia in the Caucasus that consist of ensuring the security of this region, preserving a leading role in the consolidation of the regional integration and restoring Russian past status of a world major power.

La présente thèse consiste en l'analyse des divers aspects de la politique Russe à l'égard du Caucase dans la mesure où cette région est considérée comme vitale pour la préservation de la sécurité nationale de ce pays et lui permettre l'accès aux mers chaudes afin d'éviter son confinement et isolation. L'objectif de l'expansion Russe dans le Caucase vise aussi à ressusciter le passé glorieux et la splendeur des périodes impériales et Tsaristes. Cette thèse, basée sur l'étude de cas, utilise la théorie du rôle pour cerner les objectifs de la politique Russe à l'égard du Caucase, à travers l'analyse des diverses dimensions de cette approche et les rôles joués par la Russie dans cette région el l'empreinte du cercle présidentiel dans la configuration de perceptions, le façonnement des visées régionales et la réalisation de gains substantiels. La thèse met en exergue les différents contours de la politique poursuivie par la Russie dans la région du Caucase visant à assurer la sécurité de cette région et à préserver le rôle de leader de ce pays dans la consolidation de l'intégration régionale et la restauration de son passé glorieux et de son statut de puissance mondiale.
