Social Constructivism in Explaining British Policy Towards The European Union.

Abstract

The study focused on the determinant role played by social and cultural structures and the main features of the national character in directing the state's external behavior, especially in determining the state's relationship with the surrounding regional integration schemes and processes.

Accordingly, this thesis dealt with the case of Britain and the role of British social and cultural structures in determining its policy towards the European Union since British accession to the European Economic Community until the start of carrying out Britain's decision to leave the European Union , by employing significant theoretical frameworks in International Relations Theory and International Integration literature, notably the approach of social and cultural constructivism and Intergorernmentalism approach, where the study demonstrated that British social and cultural characteristics that distinguished it from the rest of the European mainland and which were produced by the geographical environment and the historical record, vital and specific in shaping the course of Britain's policy towards the European integration project, and made of Britain a model in this field of research.

In this context, this academic examination contributed to providing a scientific explanation of the relationship between Britain and Europe within the framework of theoretical and practical research that reshift the research attention from the materialistic aspects related to promoting benefit and security to other non-material facets, to be exact, the impact of social and cultural components and characteristics in determining the behavior of states with external actors and drawing the landmarks and major orientations of regional and international integration projects

L'étude a porté sur le rôle déterminant joué par les structures sociales et culturelles et les principales caractéristiques du caractère national dans la direction du comportement extérieur de l'?tat, en particulier pour déterminer la relation de l'?tat avec les schémas et processus d'intégration régionale environnants.

En conséquence, cette thèse traite du cas de la Grande-Bretagne et du rôle des structures sociales et culturelles britanniques dans la détermination de sa politique à l'égard de l'Union européenne depuis l'adhésion de la Grande-Bretagne à la Communauté économique européenne jusqu'au début de la mise en œuvre de la décision de quitter l'Union européenne, en employant des cadres théoriques significatifs dans la littérature sur la théorie des relations internationales et l'intégration internationale, notamment l'approche du constructivisme social et culturel et l'approche de l'intergorernmentalisme, lorsque l'étude a démontré que les caractéristiques sociales et culturelles britanniques qui le distinguent du reste du continent européen et qui ont été produites par l'environnement géographique et les archives historiques, La Grande-Bretagne est un modèle dans ce domaine de recherche. Dans ce contexte, cet examen académique a contribué à fournir une explication scientifique de la relation entre la Grande-Bretagne et l'Europe dans le cadre de la recherche théorique et pratique qui détourne l'attention de la recherche des aspects matérialistes liés à la promotion des avantages et de la sécurité auprès d'autresles aspects matériels, pour être exact, l'impact des composantes et des caractéristiques sociales et culturelles dans la détermination du comportement des ?tats avec des acteurs externes et la définition des points de repère et des grandes orientations des projets d'intégration régionale et internationale

اهتمت هذه الدراسة بالدور المحدد الذي تلعبه البنى الاجتماعية والثقافية وخصائص الشخصية الوطنية في توجيه سلوك الدولة الخارجي وبالخصوص تحديد علاقة الدولة مع المشاريع التكاملية المحيطة بها .و عليه, ركزت هذه الأطروحة على حالة بريطانيا و دور البنى الاجتماعية و الثقافية البريطانية في تحديد سياستها تجاه الاتحاد الأوروبي منذ انضمام بريطانيا للمجموعة الاقتصادية الأوروبية إلى غاية الشروع في تجسيد قرار خروج بريطانيا من الاتحاد الأوروبي , و ذلك بتوظيف اطر نظرية مهمة في العلاقات الدولية و نظريات التكامل الدولي ,على غرار مقاربة البناء الاجتماعي و الثقافي و المقاربة ما بين الحكومية, حيث أثبتت الدراسة أن الخصائص الاجتماعية و الثقافية البريطانية , التي تميزها عن باقي دول القارة الأوروبية , و التي أفرزتها البيئة الجغرافية و الرصيد التاريخي البريطاني ,كانت مهمة و محددة في مسار سياسة بريطانيا تجاه مشروع التكامل الأوروبي , و جعلت من بريطانيا أنموذجا خاصا في هذا البحث. و في هذا السياق، أسهم هذا الاجتهاد الأكاديمي في تقديم تفسير علمي للعلاقة الخاصة بين بريطانيا وأوروبا في إطار بحث نظري وممارساتي اخرج التفسير في المجال من الجوانب المادية الضيقة المرتبطة بالمصلحة والأمن إلى جوانب أخرى غير مادية متصلة بتأثير المرتكزات والخصائص الاجتماعية والثقافية في تحديد سلوكيات الدول مع الفواعل الخارجية ورسم المعالم والتوجهات الكبرى للمشاريع التكاملية الإقليمية والدولية.
