جدلية الأمن والتنمية في غرب إفريقيا : ( دراسة حالة نيجيريا)

Abstract

في عصر العولمة الحالي، لا تنشأ التهديدات البشرية من الأسلحة العسكرية التقليدية فحسب، بل تنشأ أيضًا من قضايا أخرى، كالفقر والنزاعات العرقية، والأمراض، والأوبئة وغيرها، بحيث يمكن أن تسبب هذه القضايا آثارًا سلبية على الأمن القومي والتنمية المستدامة لأي دولة. وهذه الدراسة تروم البحث في تناول القضايا المتشابكة للأمن والتنمية في غرب إفريقيا كمجال إقليمي، مع التركيز على نيجيريا كدراسة حالة؛ إذ تطرح هذه الدراسة وتجيب على الأسئلة المتعلقة بالأسباب الكامنة وراء انعدام الأمن والتنمية في منطقة غرب إفريقيا، وباعتبار أن نيجيريا جزء من هذا الفضاء الإقليمي وبالرغم من الإمكانيات الطبيعية والبشرية الهائلة التي تتوفر عليها، فقد عانت هي الأخرى من عدة معضلات جعلت غالبية السكان النيجيريين يعيشون فاقة الفقر وعدم توفر البنية التحية، وكل الأمور الضرورية لسبل العيش الكريم، وهو الأمر الذي أدى في معظم الأحيان إلى العنف والصراعات وظهور الجماعات الإرهابية وكانت الأسباب في ذلك فشل الحكومات المتعاقبة على قيادة الأمة من خلال تحقيق الاستقرار الأمني والتنمية الشاملة. لقد حللت الدراسة المفهوم المتغير لأبعاد الأمن مع التركيز على قضايا الأمن الإنساني والتنمية البشرية وعلاقتها بالتنمية الشاملة، واعتمد ذلك على جمع البيانات التي تم تحليلها خلال هذه الدراسة، والتي تضمنت المجلات والكتب والتقارير من المنظمات الدولية والحكومية. وتوصلت الدراسة أن نجاح الهندسة الأمنية والتنموية في نيجيريا، لا يعتمد على قدرة الحكومة في بعض الإصلاحات السياسية والأمنية لمجابهة تهديدات الجماعات الإرهابية فقط، وإنما يعتمد بصورة أكبر على معالجة القضايا الاجتماعية والسياسية كالقضاء على الفقر، والأمية، وخلق فرص العمل، والعدالة والمساواة في توزيع الموارد والثروات الوطنية مع تكريس أكبر للحوكمة وسيادة القانون. كما اقترحت الدراسة بعض الخطوات المناسبة لتعزيز الأمن الإنساني وتحقيق التنمية الشاملة في نيجيريا. In today's era of globalization, threats to humanity do not onlyoriginate from conventional military weapons, but also from other problems such as poverty, ethnic conflicts, diseases, epidemics, etc., which can have a negative impact on the national security and sustainable development of any country nowadays. The purpose of this study is to discuss the intertwining of security and development in West Africa as a regional domain, focusing on Nigeria as a case study. This piece of research provides answers to questions related to the underlying causes of insecurity and development in the region of West Africa. Being a part of this regional space, despite its enormous human and natural potential, Nigeria has also faces some dilemmas which caused poverty and lack of infrastructure and decent living requirements among Nigerians. These dilemmas have also led to violence, conflicts and the emergence of terrorist groups, as a result of the failure of successive governments in ensuring security, stability and overall development in the country. This study attempts to analyze the changing concept of the dimensions of security, by focusing on human security and human development issues and their relationship to inclusive development. In doing so, this dissertation depends on data collection analysis, which includes journals, books and reports from international and governmental organizations. This study concludes that the success of Nigeria's security and development projects depends not only on the ability of government to deal with the threat of terrorist organizations in some political and security reforms, but more on addressing social and political issues such as poverty alleviation, illiteracy, and job creation opportunities, equity and equitable distribution of resources with greater consecration of governance and the rule of law. The study also suggests some appropriate steps to enhance human security and achieve comprehensive development in Nigeria.
