إصلاح المنظومة الصحية ودورها في الانعاش الاقتصادي 2002 2022

Abstract

يعتبر قطاع الصحة كغيره من القطاعات قطاعا الهامة سواء من الناحية الاقتصادية أو الاجتماعية لهذا عمدت الدولة ومنذ الاستقلال على توفير الرعاية الصحية الكاملة للمواطنين والعمل على ترقيتها من خلال إعداد وضبط منظومة صحية ملائمة. ونظرا لتزايد الحاجات الصحية للمواطنين مما أدى إلى التنامي والتطور المتسارع لفاتورة العلاج وأوضحت أرقام هذا القطاع في مجال الإنفاق تؤثر على توازن بعض القطاعات الأخرى المساهمة في تمويلية وكذا ميزانية الدولة ويلاحظ أن هذا التزايد في الإنفاق الصحي لم يصبحه تزايد مماثل في المردود ولا في تحسين الحالة الصحية في الجزائر. سطرت عدة برامج تنموية أخذت بعين الاعتبار القطاع الصحي في كل الفترات الإصلاحية المتعاقبة ورصدت لهذا القطاع مبالغ كبيرة لتلبية الاحتياجات الصحية المتزايدة للأفراد. رغم كل الجهود التي بذلت لإصلاح المنظومة الصحية، بقيت الخدمة محل انتقاد من أطراف متعددة. تتناول دراستنا موضوع إصلاح المنظومة الصحية في الجزائر في الفترة الزمنية المحددة من -2002 2020 نحاول من خلالها تقييم هذا القطاع الحساس، والمجهودات المبذولة في سبيل تحقيق الأهداف الرامية إلى تحسين الرعاية الصحية للسكان، وذلك من خلال إصلاح المنظومة الصحية وما مدى ملائمتها مع التغيرات التي طرأت على المجتمع الجزائري، الوبائية منها والاقتصادية والاجتماعية والسياسية ملائمتها مع التغيرات التي طرأت على المجتمع

The health sector, like other sectors, is considered an important sector, whether economically or socially. This is why the state, since independence, has intended to provide full health care to citizens and work to upgrade it by preparing and controlling an appropriate health system. In view of the increase in the health needs of citizens, which led to the rapid growth and development of the treatment bill, the figures of this sector in the field of spending began to affect the balance of some other sectors contributing to its financing as well as the state budget. It is noted that this increase in health spending was not accompanied by a similar increase in returns or in improving the health condition. In Algeria, several development programs were written that took into account the health sector in all successive reform periods and allocated large sums of money to this sector to meet the increasing health needs of individuals. Despite all the efforts made to reform the health system, the service remained the subject of criticism from multiple parties. Our study addresses the issue of reforming the health system in Algeria in the specified time period from 2002 to 2020, through which we attempt to evaluate this sensitive sector, and the efforts made to achieve the goals aimed at improving health care for the population, through reforming the health system and the extent of its compatibility with the changes that have occurred. Le secteur de la santé, comme d’autres secteurs, est considéré comme un secteur important, que ce soit sur le plan économique ou social. C'est pourquoi l'Etat, depuis l'indépendance, entend fournir des soins de santé complets aux citoyens et œuvrer à leur amélioration en préparant et en contrôlant un système de santé approprié. Compte tenu de l'augmentation des besoins de santé des citoyens, qui a conduit à une croissance et un développement rapides de la facture de traitement, les chiffres de ce secteur dans le domaine des dépenses ont commencé à affecter l'équilibre de certains autres secteurs contribuant également à son financement. comme le budget de l'Etat. Il convient de noter que cette augmentation des dépenses de santé ne s’est pas accompagnée d’une augmentation similaire des rendements ou d’une amélioration de l’état de santé. En Algérie, plusieurs programmes de développement ont été rédigés qui ont pris en compte le secteur de la santé dans toutes les périodes de réforme successives et ont alloué d'importantes sommes d'argent à ce secteur pour répondre aux besoins croissants des individus en matière de santé. Malgré tous les efforts déployés pour réformer le système de santé, le service reste l'objet de critiques de la part de plusieurs partis.
