دور الحكم الراشد في تحقيق الاستقرار السياسي في الجزائر 1999 - 2017

Abstract

تبحث هذه الدراسة بالنقاش والتحليل موضوعا موسوما بـ : "دور الحكم الراشد في تحقيق الاستقرار السياسي في الجزائر 1999-2017" من خلال بحث العلاقة وتحليل الروابط بين الحكم الراشد والاستقرار السياسي، وذلك انطلاقا من مشكلة بحث?ة رئ?س?ة متمثلة في:إلى أي مدى يمكن للحكم الراشد أن يحقق الاستقرار السياسي في الجزائر ؟ قد توصلنا في ختام البحث إلى الإجابة على إشكال?ة الدراسة واختبار الفرض?ات المطروحة من خلال مجموعة من النتائج كان أهمها :أن الحكم الراشد اذا اعتمد من قبل صانع القرار كمقاربة يعد آلية ديمقراطية ناجحة للوصول الى الاستقرار السياسي كما أنه اذا توفرت شروط تطبيقه أدت الى بيئة سياسية مستقرة كما أن الاستقرار السياسي مرهون بمدى تطبيق مؤشرات الحكم الراشد من زيادة مشاركة المنظمات الغير حكومية واشراك المواطنيين، كما توصلنا أن الجزائر وفي إطار تبنيها لمقاربة الحكم الراشد توجهت نحو القيام بثورة من الاصلاحات تعددت مجالاتها من سياسية الى اقتصادية واجتماعية وثقافية وقد كان هذا منذ تأسيس مبادرة النيباد وماحوته من آليات اذ رأينا كيف ترجمت سياسة الحكم الراشد الى مجموعة من برامج التنمية التي انعكست بالإيجاب على العديد من مؤشرات التنمية البشرية. لقد خلصت الدراسة رغم المجهودات التي بذلها النظام السياسي من أجل تعزيز الحكامة في مختلف المجالات إلا أن نظرت المؤسسات الدولية وعلى رأسها البنك الدولي صنف الجزائر في ذيل الترتيب في مؤشرات الحكم الراشد كما أن بروز الاضطرابات الاخيرة في المحيط الخارجي للجزائر شكلت ضغطا على النظام السياسي لإعادة النظر في الكثير من السياسات المنتهجة وكذا التوجه لإحداث تغير واصلاحات سياسية واجتماعية واقتصادية تضمن الاستقرار وتعزز شرعية النظام،إلا أن هناك بعض الاخفاقات وهذا راجع لعدم وجود رؤية واضحة متفق عليها بين الشركاءكما أن النمط التقليدي لأسلوب التسيير مزال هو السائد، وللخروج من هذه الحالة خلصت الدراسة الى ضرورة اشراك الفاعلين سواء الرسميين أو غير الرسمين لما هذه الالية من دور في تحقيق الاستقرار السياسي ، وكذا العمل على تنميةروح الحوار والتفاعل والتكامل بين مختلف الاطراف بغية تحقيق استقرار شامل يصل بالدولة الى جو من الديمقراطية.

This study examines, through discussion and analysis, a topic entitled: “The role of good governance in achieving political stability in Algeria 1999-2017” by examining the relationship and analyzing the links between good governance and political stability, based on a main research problem represented in: To what extent can good governance To achieve political stability in Algeria? At the conclusion of the research, we reached the answer to the problem of the study and tested the hypotheses presented through a set of results, the most important of which was: that good governance, if adopted by the decision maker as an approach, is considered a successful democratic mechanism for achieving political stability. Also, if the conditions for its application are met, it leads to a stable political environment. Political stability also depends on the extent to which indicators of good governance are applied, such as increasing the participation of non-governmental organizations and the involvement of citizens. We also found that Algeria, within the framework of its adoption of the good governance approach, headed towards carrying out a revolution of reforms whose fields varied from political to economic, social and cultural. This has been the case since the founding of the NEPAD Initiative. And the mechanisms it contains, as we saw how the good governance policy was translated into a set of development programs that reflected positively on many human development indicators. The study concluded that despite the efforts made by the political system to strengthen governance in various fields, international institutions, led by the World Bank, ranked Algeria at the bottom of the ranking in good governance indicators, and the emergence of recent unrest in Algeria’s external environment has put pressure on the political system to reconsider. In many of the policies pursued, as well as the drive to bring about political, social and economic change and reforms that ensure stability and enhance the legitimacy of the regime, there are some failures and this is due to the lack of a clear vision agreed upon between the partners, and the traditional pattern of management style is no longer prevalent. To get out of this situation, the study concluded: It is necessary to involve actors, whether official or unofficial, because of the role this mechanism plays in achieving political stability, as well as working to develop the spirit of dialogue, interaction and integration between the various parties in order to achieve comprehensive stability that brings the state to an atmosphere of democracy.

Cette étude approfondit la discussion et l'analyse d'un sujet intitulé : « Le rôle d'une gouvernance avisée dans la réalisation de la stabilité politique en Algérie 1999-2017 ». Cela se fait en examinant la relation et en analysant les liens entre une gouvernance avisée et la stabilité politique, en partant du problème de recherche principal : dans quelle mesure une gouvernance avisée peut-elle parvenir à la stabilité politique en Algérie ? ? la fin de nos recherches, nous sommes parvenus à réponde.
