واقع العلاقة بين الجامعة الجزائرية وبيئتها الاقتصادية في ظل نظام (ل، م، د) : 2004-2021 دراسة ميدانية على عينة من الجامعات الجزائرية

Abstract

تناولت الدراسة واقع العلاقة بين الجامعة الجزائرية وبيئتها الاقتصادية في ظل نظام (ل، م، د)، من خلال الكشف عن مستوى اهتمام الجامعة ببيئتها الاقتصادية، وكيف تتكيف مع هذه البيئة عن طريق التحليل الاستراتيجي، وتفاعلها معها عن طريق الشراكة، إضافة إلى أهمية استخدام دراسة الجدوى الاقتصادية لملاءمة التكوين والبحوث العلمية بعد أن أصبح ينظر إلى أنشطتها على أنها مشاريع استثمارية، حيث توصلت إلى العديد من النتائج من بينها ضعف اهتمام الجامعة بتحليل بيئتها الاقتصادية وبالتالي صعوبة التكيف معها، وعدم اهتمامها باستخدام دراسة الجدوى الاقتصادية لتنفيذ مشاريعها مما يعني صعوبة تعرفها على رغبات العملاء الخارجين والداخلين لتحقيق رضاهم، كما توصلت إلى محدودية تفاعلها مع الشريك الاقتصادي بسبب ضعف التنسيق الإداري بينهما وعدم استفادة كل طرف من إمكانيات الطرف الأخر بشكل جيد بسبب نظرة كل منهما لمعنى الشراكة، ووجود محدودية في برامج التكوين مما أدى إلى مخرجات محدودة الجودة، مع تسجيل ضعف في البيئة البحثية داخليا وخارجيا بسبب عدم تمكن البيئة البحثية الداخلية التأثير ايجابيا على البيئة الاقتصادية نظرا لوجود العديد من النقائص.

The study examined the reality of the relationship between the Algerian university and its economic environment under the LMD system, by revealing the level of interest of the university in its economic environment, how it adapts to this environment through strategic analysis, and its interaction with it through partnership, in addition to the importance of using economic feasibility study to adapt education and scientific research after it has come to be seen as investment projects. The study reached several findings, including the weak interest of the university in analyzing its economic environment, and therefore the difficulty of adapting to it, and its lack of interest in using economic feasibility study to implement its projects, which means the difficulty of knowing the needs of internal and external customers to achieve their satisfaction. The study also found that its interaction with the economic partner is limited due to weak administrative coordination between them, and the lack of benefit of each party from the possibilities of the other party well due to each party's view of the meaning of partnership, and the existence of limited programs of education, which led to limited quality outputs, with the recording of weakness in the research environment internally and externally due to the inability of the internal research environment to positively influence the economic environment due to the existence of many shortcomings.

L'étude a examiné la réalité de la relation entre l'université algérienne et son environnement économique dans le cadre du système LMD, en révélant le niveau d'intérêt de l'université pour son environnement économique, la manière dont elle s'adapte à cet environnement par le biais d'une analyse stratégique, et son interaction avec lui par le biais d'un partenariat, en plus de l'importance de l'utilisation d'une étude de faisabilité économique pour adapter l'éducation et la recherche scientifique après qu'elles ont été considérées comme des projets d'investissement. L'étude a conclu à plusieurs constatations, notamment le faible intérêt de l'université pour l'analyse de son environnement économique, et donc la difficulté de s'y adapter, et son manque d'intérêt pour l'utilisation d'une étude de faisabilité économique pour la mise en œuvre de ses projets, ce qui signifie la difficulté de connaître les besoins des clients internes et externes pour atteindre leur satisfaction. L'étude a également conclu que son interaction avec le partenaire économique est limitée en raison d'une faible coordination administrative entre eux, et du fait que chaque partie ne tire pas bien parti des possibilités de l'autre partie en raison de sa vision du sens du partenariat, et de l'existence de programmes d'éducation limités, ce qui a conduit à des résultats de qualité limités, avec l'enregistrement d'une faiblesse de l'environnement de recherche à l'intérieur et à l'extérieur de l'université due à l'incapacité de l'environnement de recherche interne à influencer positivement l'environnement économique en raison de l'existence de nombreuses lacunes.
