المعضلات الأمنية في دول الساحل الإفريقي وتداعياتها على الأمن الوطني للجزائر

Abstract

هذه الدراسة حددت مدى تأثير الأوضاع في منطقة الساحل الإفريقي على بناء المنظومة الأمنية الجزائرية، في إطار مقاربة أمنية تسعى لتوضيح التهديدات اللاتماثلية على الجزائر. التهديدات المتمثلة في المعضلات الأمنية التي تعيش في ضوئها دول الساحل حالة اضطراب أمني، أثر سلبا على استقرارها كما تمادى هذا الاضطراب إلى تهديد أمن الدول المجاورة بما فيها الجزائر. كما تركز هذه الدراسة على أسس العقيدة الأمنية الجزائرية المتجذرة من مبادئ الثورة الجزائرية واعتمادها على مبدئي الاستقلالية وعدم التدخل في سيادة الدول الأخرى، مع إبراز التطور الحاصل في تحديد مفهوم الأمن القومي الجزائري.

The summary of this study determined the extent to which the situation in the Sahel region has affected the construction of the Algerian security system, within the framework of a security approach that seeks to clarify the asymmetric threats to Algeria. The threats posed by the security dilemmas in which the Sahel countries live in a state of security turmoil, which has negatively affected their stability and this turmoil has gone on to threaten the Security of neighboring countries, including Algeria. This study also focuses on the foundations of the Algerian security doctrine rooted in the principles of the Algerian revolution and its reliance on the principles of independence and non-interference in the sovereignty of other countries, highlighting the development in defining the concept of Algerian national security.

La synthèse de cette étude a déterminé dans quelle mesure la situation dans la région du Sahel a affecté la construction du système sécuritaire algérien, dans le cadre d’une approche sécuritaire qui cherche à clarifier les menaces asymétriques qui pèsent sur l’Algérie. Les menaces posées par les dilemmes sécuritaires dans lesquels les pays du Sahel vivent dans un état de troubles sécuritaires, ce qui a affecté négativement leur stabilité et ces troubles ont continué à menacer la sécurité des pays voisins, y compris l’Algérie. Cette étude se concentre également sur les fondements de la doctrine sécuritaire algérienne enracinée dans les principes de la révolution algérienne et son recours aux principes d’indépendance et de non ingérence dans la souveraineté des autres pays, soulignant l’évolution dans la définition du concept de sécurité nationale algérienne.
