أثر التحولات السياسية على الاستقرار السياسي في مصر وتونس بعد 2011

Abstract

يعد موضوع التحولات السياسية، أحد المواضيع التي تكتسي أهمية بالغة في دراسات السياسات المقارنة، ذلك لما تحمله هذه التحولات من تأثيرات على الواقع السياسي، الاقتصادي والاجتماعي، فظاهرة التحولات السياسية مرتبطة خاصة بالاستقرار السياسي. الذي ازداد الاهتمام به في السنوات الأخيرة في دولنا العربية بعد الحراك الشعبي الذي شهدته المنطقة. فمخرجات هذه التحولات كان لها دون شك انعكاسات على الاستقرار السياسي، وخاصة مع ما أفضت إليه من تغيرات تهدف إلى وضع أسس مهمة لبناء نظام سياسي، بعد المصادقة على الدستور الجديد وإجراء الانتخابات وغيرها من الإجرات الأخرى . لا ويعني هذا أن التحولات السياسية دائما على خط مستقيم وتفضي إلى الديمقراطية والاستقرار السياسي، بل إن كل من الديمقراطية والاستقرار هو هدف هذا التحول وليست صفته، ولهذا جاء عنوان الدراسة: أثر التحولات السياسية على الاستقرار السياسي في مصر وتونس، محاولة التجرد من الأحكام المسبقة، خاصة وأن التحولات هذه ماتزال جارية وبأنساق متفاوتة ،فبعدما قطع النظامان المصري والتونسي أشواطا كبير في عملية التحول، تم التراجع عن هذا المسار في التجربة المصرية بصورة واضحة بعد الإطاحة بحكم أول رئيس مدني منتخب بعد الحراك الشعبي واحتدام الصراع على السلطة ثم عودة المؤسسة العسكرية لتتصدر المشهد السياسي. كما أن تونس تعرف العديد من التحديات والضغوطات في مسار تحولها السياسي . ولهذا حاولت الدراسة تسليط الضوء، على التجربتين -المصرية والتونسية- من خلال الإجابة على الإشكالية التي كانت حول مدى تأثير تلك التحولات على الاستقرار السياسي بعد2011؟وذلك انطلاقا من فرضيات أساسية كان أبرزها أن هناك علاقة ارتباطيه بين التحولات السياسية والاستقرار السياسي . وتمت الدراسة بتتبع مختلف مراحل مسار التحول السياسي في النظامين، بتوظيف أهم المفاهيم والمقاربة المنهجية حيث اعتمدت الدراسة على مقاربة تحليلية تأخذ بعين الاعتبار الجانب المفاهيمي النظري والجانب التطبيقي للموضوع، وذلك وفق مستويين هما: الكلي المتمثل في الإطار النظري والمفاهيمي للتحولات السياسية والاستقرار السياسي والعلاقة بينهما وفقا لمؤشرات معينة. والتطبيقي المتمثل في دراسة التجربتين التونسية والمصرية مستقيين منهما أهم المحطات الفارقة التي يمكن من خلالها تكريس التحول إلى الديمقراطية والسعي للاستقرار السياسي من خلال أداء النظامين في مراحل مختلفة، إضافة إلى الوقوف عند الثغرات التي من شأنها إعاقة التحول والاستقرار

The issue of political transformations is one of the most important topics in comparative politics, since these transformations have an impact on political, economic and social reality. The phenomenon of political transformation is particularly related to political stability. Interest in it has increased in recent years in our Arab countries following the popular movement in the region. The results of these transformations have undoubtedly had an impact on political stability, especially the changes they brought, which aimed to lay important foundations for building a political system after the ratification of the new constitution, the holding of elections and other procedures. This does not mean that political transformations always follow a straight line and lead to democracy and political stability, but rather that both democracy and stability are the goal of these transformations, not their characteristic, and hence comes the title of the study: the impact of political transformations on political stability in Egypt and Tunisia, an attempt to dispel preconceptions, especially since these transformations are still taking place and with different patterns. After the Egyptian and Tunisian regimes made great strides in the transformation process, this path was clearly reversed in Egypt after the overthrow of the first elected civilian president following the popular movement, the intensification of the power struggle, and the return of the military institution to the forefront of the political scene. Tunisia also faces numerous challenges and constraints in the course of its political transformation. Therefore, the study sought to shed light on the two experiences-Egyptian and Tunisian-by answering the question of the extent of the impact of these transformations on post-2011 political stability. Basic assumptions are made, in particular that there is a relationship between political change and political stability. The study was carried out by selling the different stages of the political transformation path in the two systems, using the main concepts and methodological approach, as the study was based on an analytical approach that takes into account the theoretical-conceptual aspect and the applied aspect of the subject. The study is based on two levels: the theoretical and conceptual level of political transformations, political stability and the relationships between them through certain indicators.
