الحوكمة المحلية كآلية لتحسين تسيير ميزانية الجماعات الإقليمية في الجزائر

Abstract

هدفت الدراسة إلى التعرف على تصورات مكونات الفواعل المحلية في ميدان الدراسة نحو واقع تطبيق الحوكمة المحلية، وأثرها على تسيير ميزانية ولاية برج بوعريريج، وكذا اختبار الفروق في إجاباتهم وميولاتهم تبعا لاختلاف فئاتهم ومستواهم التعليمي. ولتحقيق أهداف الدراسة أجرى الباحث مسحا ميدانيا على مكونات فواعل الحوكمة الثلاث (الدولة، المجتمع المدني، القطاع الخاص) على مستوى إقليم الولاية، وهذا من خلال تصميم استبيان وزع على عينة بلغ عددها 194 فردا والتي تمثل أكثر من 80% من مجتمع الدراسة، من خلالها تم جمع البيانات وتحليلها واختبار الفرضيات باستخدام برنامج SPSS. وتوصلت الدراسة إلى عدة نتائج أهمها تأثير كل أبعاد الحوكمة منفردة على تسيير ميزانية الولاية، إلا أن تأثيرها مجتمعة يعود إلا بعدين فقط هما: سيادة القانون والرؤية الاستراتيجية، وبصورة أكبر بعد سيادة القانون، كما تبين وجود اختلاف في درجات الموافقة على توفر أبعاد الحوكمة المحلية بميدان الدراسة حسب كل مكون من مكونات الفواعل المحلية، وأظهرت مصالح الدولة القبول الأكبر وبدرجات أعلى لتوفر غالبية المبادئ. L'étude visait à identifier les perceptions des composantes des acteurs locaux du domaine d'étude vis-à-vis de la réalité de l'application de la gouvernance locale, et son impact sur la gestion du budget de la wilaya de Bordj Bou Arreridj, ainsi que de tester les différences de leurs réponses et tendances selon leurs différents groupes et niveaux d'études. Pour atteindre les objectifs de l'étude, le chercheur a mené une enquête de terrain auprès les composantes des trois acteurs de la gouvernance (l'état, la société civile et le secteur privé) au niveau du territoire de wilaya, en concevant un questionnaire distribué à un échantillon de 194 personnes, ce qui représente plus de 80% de la population étudiée, à partir de laquelle les données ont été collectées, analysées et les hypothèses ont été testées à l'aide du logiciel SPSS. L'étude a atteint des plusieurs résultats, dont le plus important est l'effet de toutes les dimensions de la gouvernance individuellement sur la gestion du budget de wilaya, mais leur effet combiné n'est dû qu'à deux dimensions : l'état de droit et la vision stratégique, et plus significativement l'Etat de droit, il s'avère également qu'il y a une différence dans les degrés d'approbation de la disponibilité des dimensions de la gouvernance locale dans le domaine d'étude selon chaque composante des acteurs locaux, l'Etat a montré la plus grande acceptation, et à des degrés supérieurs, pour la disponibilité de la majorité des principes. The study aimed to identify the perceptions of the components of local actors in the field of study towards the reality of the application of local governance, and its impact on the management of the budget of the state of Bordj Bou Arreridj, as well as testing the differences in their answers and tendencies according to the different groups and their educational level. To achieve the objectives of the study, the researcherconducted a fieldsurvey on components of the thre egovernanceactors (the state, civil society, and the private sector) at the state territory level, by designing a questionnaire distributed to a sample of 194 individuals, which represents more than 80% of the study population, from During which data were collected, analyzed and hypotheses were tested using SPSS software. The study reached several results, the most important of which is the effect of all dimensions of governance individually on the management of the state budget, but their combined effect is due to only two dimensions : the rule of law and the strategic vision, and more significantly after the rule of law. The study according to each component of the local actors, and the interests of the state showed the greatest acceptance, and to higher degrees, due to the availability of the majority of principles.
