Abstract

مراقبة التسيير في القطاع العام لاسيما الإدارات العمومية تندرج ضمن التسيير العمومي الجديد عن طريق استعمال أدوات وآليات قياس الأداء الحديثة أين تعتبر لوحات القيادة لاسيما المتوازنة من بين أهم هذه الآليات والتي يمكنها توفير متابعة جيدة لأداء هذه المؤسسات. تعتبر لوحة القيادة المتوازنة من بين أحسن الأدوات ملائمة لمؤسسات التعليم العالي والبحث العلمي بحكم أخذها بعين الاعتبار لمختلف أصحاب المصلحة الفاعلين في أدائها، إضافة إلى مرونتها وإمكانية تكيّفها مع الطابع العمومي الخدمي. بناءوإدراج لوحة القيادة المتوازنة على مستوى المؤسسات الجامعية يتطلب عملاتمهيديا كبيرا يطال نظم المعلومات، الهياكل التنظيمية، الأطر القانونية وحتى الثقافة والذهنيات السائدة وذلك من أجل تحديد دقيق للمسؤوليات والأهداف وتكريس التوجه الاستراتيجي للتسيير والتحول بهذا الأخير نحو منطق النتائج، ثم الانتقال إلى تشكيل الأداة بحد ذاتها والتي تحتاج عملية منظمة ومنهجية خاصة في تأسيس مكوناتها، طريقة عرضها واستعمالها أين تشكل كفاءة مراقب التسيير عنصرا جوهريا في نجاحها. Management control in the public sector, especially public administrations, is part of the New Public Management through the use of modern performance measurementtools and mechanisms. The balancedScorecardisconsideredamong the best toolssuitable for universities by takingintoconsideration the variousstakeholdersinvolved in its performance, in addition to itsflexibility and ability to adapt to the public service nature. Building and inclusion of a balancedScorecardat the level of university institutions requires major preliminarywork on information systems, organizational structures, legalframeworks and even the prevailing culture and mentalities in order to accuratelydefineresponsibilities and objectives and devote the strategic direction of management and the transformation of the latter towards the logic of results, and then move to the formation of the tool, whichneeds an organizedprocess and a specialmethodology in the establishment of its components, the waythey are presented and used, where the efficiency of humanresourceis an essential element in itssuccess. Le contrôle de gestion dans le secteur public, en particulier dans les administrations publiques, s'inscrit dans le cadre du Nouveau Management Public à travers l'utilisation d'outils et de mécanismes modernes de mesure de la performance. Le Scorecard équilibré est considéré comme l'un des meilleurs outils adaptés aux universités en tenant compte des différents acteurs impliqués dans sa performance, ainsi que de sa flexibilité et de sa capacité d'adaptation à la nature de service public. La construction et la prise en compte d'un tableau de bord prospectif au niveau des établissements universitaires nécessite un important travail préalable sur les systèmes d'information, les structures organisationnelles, les cadres juridiques voire la culture et les mentalités en vigueur afin de bien définir les responsabilités et les objectifs et consacrer l'orientation stratégique du management et la transformation de celui-ci vers l'avenir. logique des résultats, puis passe à la constitution de l'outil, qui nécessite un processus organisé et une méthodologie particulière dans l'établissement de ses composants, leur présentation et leur utilisation, où l'efficacité des ressources humaines est un élément essentiel de sa réussite
