البعد الإقليمي للأمن الجزائري : مصادر التهديد وآليات المواجهة

Abstract

تتطرق هاته الدراسة إلى محاولة فهم وتحليل البعد الإقليمي للأمن الجزائري من خلال رصد محددات السياسة الأمنية الجزائرية الداخلية الخارجية، المادية وغير المادية التي تشكل المصدر الأساسي لدور الجزائر في هندسة الأمن الإقليمي، ودراسة طبيعة التهديدات الإقليمية النابعة من الدوائر الجيوسياسية للأمن الجزائري ،كما تعمل الدراسة على شرح وتفسير المقاربة الجزائرية المتبعة في مواجهة التهديدات الأمنية الإقليمية ، .وفي مقدمتها التهديدات المغاربية والعمل على احتواء النزاعات التقليدية وحل الأزمات الإنسانية في منطقة الساحل الإفريقي، وتفعيل العمل الجماعي في الإطار الإفريقي والتعاون الدولي في مجال مكافحة الإرهاب والجريمة المنظمة. فضلا على استشراف مستقبل الأمن الجزائري وفق سيناريوهات مختلفة يتم بناءها استنادا إلى الخبرات التاريخية لتوجهات السياسة الأمنية الجزائرية؛ ووضعها الحالي في ظل المتغيرات المحيطة بها والمؤثرة فيها، وتقديم تصورات لمسار تطور هذه المتغيرات وأثره في تحديد مستقبلها.

This study deals with an attempt to understand and analyze the regional dimension of Algerian security by monitoring the determinants of the Algerian internal and external security policy, material and immaterial, which constitute the main source of Algeria's role in regional security engineering, and studying the nature of regional threats emanating from the geopolitical circles of Algerian security, and the study also works on Explanation and interpretation of the Algerian approach to confronting regional security threats., and the begining of It the Maghreb threats, containing traditional conflicts and resolving humanitarian crises in the African Sahel region, and activating collective action in the African framework and international cooperation in the fight against terrorism and organized crime. In addition to anticipating the future of Algerian security according to different scenarios that are built on the basis of historical experiences of the orientations of the Algerian security policy; and its current status in light of the variables surrounding and affecting it, and providing perceptions of the path of development of these variables and its impact on determining their future.

Cette étude porte sur une tentative de compréhension et d'analyse de la dimension régionale de la sécurité algérienne par le suivi des déterminants physiques et immatériels de la politique de sécurité intérieure et extérieure algérienne qui constituent la principale source du rôle de l'Algérie dans l'ingénierie de la sécurité régionale, et l'étude de la nature de menaces régionales émanant des cercles géopolitiques de la sécurité algérienne Explication et interprétation de l'approche algérienne pour faire face aux menaces sécuritaires régionales, au premier rang desquelles les menaces maghrébines, travailler à contenir les conflits traditionnels et résoudre les crises humanitaires dans la région du Sahel africain, et activer les l'action dans le cadre africain et la coopération internationale dans le domaine de la lutte contre le terrorisme et le crime organisé. En plus d'envisager l'avenir de la sécurité algérienne selon différents scénarios qui sont construits sur la base des expériences historiques et des orientations de la politique de sécurité algérienne ; et sa situation actuelle à la lumière des variables qui l'entourent et l'influencent, et présentant les perceptions de la trajectoire de développement de ces variables et son impact sur la détermination de son avenir
