الطاقة والأمن في الاتحاد الأوروبي

Abstract

تتناول هذه الأطروحة بعنوان الطاقة والأمن في الاتحاد الأوروبي تحليل التفاعلات الجيو - سياسية بين عامل الطاقة ومتغير الأمن في الاتحاد الأوروبي في بيئة دولية معقدة. أولا، من حيث التوترات التي تولدها جيو سياسة الطاقة في البيئة الخارجية للاتحاد الأوروبي، والتي تمثل عمقه الطاقوي وحزام من عدم الاستقرار. ثانيا، من زاوية تنامي انعدام أمن الطاقة باعتباره عنصرا رئيسا في مجموعة التهديدات التي يواجهها الاتحاد الأوروبي. وثالثا، من منظور التشابك بين عملية بناء الأمن والدفاع الأوروبي المستقل من جهة وبناء أمن الطاقة الخارجي للاتحاد الأوروبي من جهة أخرى. وتخلص الدراسة الى إبراز مدى هشاشة الهيكل الأمني للاتحاد الأوروبي والتي تعزى أساسا لتبعية بروكسل المفرطة، على الصعيدين الطاقوي والأمني، نحو العالم الخارجي.

Cette thèse, intitulée Energie et sécurité dans l'Union européenne, analyse les interactions géopolitiques entre le facteur de l’énergie et la variable de sécurité dans l'Union européenne dans un environnement international complexe. D'abord, au regard des tensions générées par la géopolitique énergétique dans l'environnement extérieur de l'Union européenne, qui en représente la profondeur énergétique et un arc d'instabilité. Deuxièmement, en termes d'insécurité énergétique croissante en tant que composante majeure de l’ensemble des menaces dont fait face l'UE. Et troisièmement, du point de vue de l'imbrication entre le processus de construction d'une sécurité et d'une défense européennes indépendantes d'une part, et la construction de la sécurité énergétique extérieure de l'UE, d'autre part. L'étude met en exergue, en conclusion, l'ampleur de la fragilité de la structure sécuritaire de l'Union européenne, qui est principalement due à la dépendance excessive de Bruxelles aux niveaux énergétique et sécuritaire vis-à-vis du monde extérieur.

This thesis, entitled Energy and Security in the European Union, analyzes the geopolitical interactions between the energy factor and the security variable in the European Union in a complex international environment. First, in terms of the tensions generated by the geopolitics of energy in the external environment of the European Union, which represents its energy depth and an arc of instability. Second, in terms of growing energy insecurity as a major component of the set of threats facing the EU. And third, in terms of the intertwining of the process of building an independent European security and defense on the one hand, and the building of the EU's external energy security on the other. The study concludes by highlighting the extent of the fragility of the security architecture of the European Union, which is mainly due to the excessive dependence of Brussels, both on the energy and security levels, vis-à-vis the outside world.
