المبادرة الجزائرية في إصلاح المنظمات الإقليمية : الاتحاد الافريقي نموذجا 2021-2001

Abstract

تهدف هذه الدراسة إلى تحليل دور الدبلوماسية الجزائرية في تفعيل منظمة الإتحاد الإفريقي ، حيث ساهمت الجزائر في هذا السياق لدعم إصلاح البناء المؤسساتي للعديد من المنظمات الإقليمية، سواء على المستوى المغاربي والعربي والإفريقي، على ضوء ذلك ستحاول هذه الدراسة التركيز على دور الجزائر في تفعيل أحد أهم المنظمات الإقليمية على المستوى الإفريقي، وهي منظمة الإتحاد الإفريقي، حيث شهدت هذه المنظمة العديد من المبادرات الهادفة إلى إصلاحها على المستوى الهيكلي والوظيفي. توصلت هذه الدراسة إلى أن الأبعاد الأمنية والتنموية تشكل دافعا مهما لدعم الجزائر لمسار إصلاح منظمة الإتحاد الإفريقي، بالنظر للمكانة المحورية للبعد الأمني على مستوى الدبلوماسية الجزائرية في بعدها الإفريقي، ورغم الجهود الجزائرية المبذولة في هذا الإطار إلا أن هناك العديد من التحديات ذات الطابع الوطني والإقليمي والدولي لاتزال تواجه الدور الجزائري في تفعيل منظمة الإتحاد الإفريقي.

Cette étude consiste à analyser le role de la diplomatie algérienne pour actualiser l’organisation de l’union africaine. Ou l’Algérie contribué et soutenir le réforme de la construction institutionnelle de plusieurs organisations régionales, soit ou niveau Magrébin, Arabe, Africain. A travers cette études va se concentrer sur le role de l’Algérie a actualiser l’une des organisations les plus intéressantes sur le niveau africain, qui est l’organisation de l’union africaine, et qui connue plusieurs initiatives qui ont pour but de reformer sur le niveau structurelle et fonctionnelle. Cette étude a pris comme décision que les dimensions sécuritaires et de Développement sont un motif très important pour le soutien de l’Algérie du développement de l’organisation de l’union africaine, vue à l’importance du caractère central de la dimension sécuritaire sur le niveau diplomatique algérienne en Afrique. Mais malgré les efforts algériens fournis dans ce contexte plusieurs défis nationaux, régionales, et internationales confortent le role algérienne de soutenir et de développer l’organisation de l’union africaine.

This study aims to analyze the role of Algerian diplomacy in activation of African union organization. In this context, Algeria contributed and support the reform the institutional building of many regional organizations, whether at the Maghreb, Arab and African levels. This study will attempt to focus on the role of Algerian diplomacy to activate one of the most important regional organizations at the African level, it is the organization of the African Union, where this organization has witnessed many initiatives aimed at reforming it at the structural and functional level. This study concluded that the security and development dimensions constitute an important motive for Algeria’s support for the reform path of the African Union, given the pivotal position of the security dimension at the level of Algerian diplomacy in its African dimension. Despite the Algerian efforts made in this context, there are many challenges of a national, regional and international nature that still face the Algerian role in supporting the reform of the African Union.
