دور الإدارة الإلكترونية في تطوير أداء إدارة الموارد البشرية : دراسة حالة مصلحة إدارة الموارد البشرية لولاية الأغواط

Abstract

هدفت هذه الدارسة إلى تقديم إطار نظري حول الإدارة الإلكترونية، وكذا الوقوف على التحديات التي تواجه تطبيقها في الحاضر والمستقبل ،ودراسة عملية التحول من الإدارة التقليدية إلى الإدارة الإلكترونية ، وتم إسقاط الدارسة النظرية على واقع وتطلعات التطبيق في المؤسسات الجزائرية، كدارسة حالة للوصول إلى صورة لما ستحدثه عملية تطبيق الإدارة الإلكترونية من تغيرآت على الإدارة في مختلف المؤسسات، بهدف الوصول لفهم واقع الإدارة الإلكترونية في بلادنا. ولتحقيق أهداف الدارسة قمنا بتصميم استبيان خصيصا لذلك ووزعناه على العينة المكونة من أفراد بالمؤسسات الجزائرية على اختلاف أهدافها، نشاطاتها وأحجامها،الأمر الذي يعطي أكثر مصداقية للبحث. وللإجابة على الإشكالية الرئيسية والتساؤلات الفرعية واختبار مدى صحة الفرضيات اعتمدنا على المنهج الوصفي التحليلي فجمعنا المعلومات اللازمة من مختلف الهيئات الوطنية والدولية إضافة إلى الاستبيان،واستخدمنا الأدوات الإحصائية في التحليل والمناقشة وذلك بالاعتماد على برنامج spss. بعد الدارسة النظرية والتطبيقية لموضوع البحث تأكدت صحة الفرضيات وتوصلنا إلى مجموعة من النتائج مفادها أن واقع تكنولوجيا المعلومات والاتصالات يتمثل البنية التحتية للإدارة الإلكترونية ،تعتبر ضعيفة لا تحفز تطبيق الإدارة الإلكترونية في المؤسسات الجزائرية. وهذا ما دلت عليه التقارير الإحصائية الوطنية والدولية ، رغم الجهود المبذولة لتطويرها أهمها(مشروع الجزائر الإلكترونية2013)،وأن المؤسسات الجزائرية مازالت متأخرة في تطبيق الإدارة الإلكترونية رغم وعي موظفيها بفوائد تطبيقها،ويعود ذلك إلى مجموعة من المعوقات التنظيمية والإدارية،المعوقات البشرية،المعوقات الفنية،المعوقات المالية والمعوقات الأمنية والتشريعية ،كما أن المؤسسات الجزائرية تسعى لإحلال تطبيقات الإدارة الإلكترونية محل التطبيقات القديمة المعتمدة وهذا ما يبشر بمستقبل أحسن من هذا الواقع.

This studyaimed to provide a conceptual frame on e-management, as well as stand on the challenges facingtheir application in the present and the future, and the study of the process of transformation fromtraditional management to emanagement, the theoreticalstudywasdropped on the reality and the prospects of the application in the Algerian establishments, as a case study to get to the picture of what the application of e-governancewillbestirredfrom changes to the management of the various institutions in the process, in order to reach to understand the reality of e-governance in our country To achieve the objectives of the studywedesigned a special questionnaire and wedistributed over the sampleconsisting of Algerian establishments of all their goals, theiractivities and their size, whichgives more credibility to the search. To answer the main problem and sub-questions and test the validity of the assumptionswerelied on descriptive analyticalmethod by collecting the necessary information fromvarious national and international institution in addition to the questionnaire, weusedstatisticaltools in the analysis, discussion, and depending on the SPSS program. After the theoretical and practicalstudy of theresearchauthentication an assumptionsreached a set of resultsthat the reality of information and communication technologies thatrepresent the infrastructure of e-management, isconsideredweak and do not stimulate the application of e- management in the Algerian institutions and thisiswhatisindicated by the national and international statistical reports, although the efforts to developit (notablyAlgeria e-projectin2013), and that the Algerian establishments are lagging in e- management application,although the awareness of itsemployees of the benefits of its application, due to a series of obstacles (regulatory and administrative obstacles, humanconstraints, technicalconstraints, financialconstraints, security and legislativeconstraints), and the Algerian establishment It seeks to substitute egovernance applications in the place of legacy applications and thisiswhat the future bodesbetterthanthis reality.

Cette étude visait à fournir un cadre conceptuel sur l'e-gestion, ainsi qu'à se positionner sur les défis auxquels sont confrontées leur application dans le présent et l'avenir, et l'étude du processus de transformation de la gestion traditionnelle à l'e-gestion,l'étude théorique a été abandonnée sur la réalité et les perspectives del'application dans les établissements algériens, comme étude de cas pour se faireune idée de ce que l'application de la e-gouvernance sera remuée deschangements dans la gestion des différentes institutions en cours, afin d'arriver àcomprendre la réalité de l'e-gouvernance - dans notre pays Pour Atteindre les objectifs de l'étude nous avons conçu un questionnaire spécial et nous avons réparti sur l'échantillon composé d'établissements algériens tous leurs objectifs, leurs activités et leur taille, ce qui donne plus de crédibilité à la recherche.Pour répondre au problème principal et aux sous-questions et tester la validitédes hypothèses sur lesquelles nous nous sommes appuyés sur la méthoded'analyse descriptive en recueillant les informations nécessaires auprès dediverses institutions nationales et internationales en plus du questionnaire, nousavons utilisé des outils
