تمويل التنمية المحلية وخيارات المستقبل

Abstract

كان الهدف من الدراسة هو توقع المستقبل وتصور تطور عملية التمويل المحلي في الجزائر، وذلك من خلال تطبيق الأسلوب الاستشرافي الذي يسمح بتطوير وتحديد أكثر السيناريوهات الواقعية، المرغوبة والقابلة للتحقيق. وبالفعل، فإن الأسلوب المتبع سمح لنا بتصور المستقبل الذي سيتم تنفيذه من خلال تحسين مناخ الاعمال، تطوير الشراكة بين القطاعين العام والخاص، وتحديث النظام المصرفي وتطوير التمويل الإسلامي، واللامركزية في التخطيط والإدارة وتحديث تسيير الإدارة المحلية، إصلاح الضرائب المحلية، وتطبيق مبادئ الحوكمة والشفافية في الإدارة، وتعزيز دور القطاع الخاص في الاستثمار المحلي، وجاذبية المناطق، وتوسيع قاعدة الاستثمار. وهذا من شأنه تحسين المستوى المعيشي للمواطنين وزيادة نمو الاقتصاد الوطني. لإنجاز هذه الدراسة، تم استخدام العديد من التقنيات متعددة التخصصات،حيث تماستخدام: أولاً) الطرق الكمية لتحليل البيانات التي سمحتلنا بوضع تشخيص للوضعية المالية العامة، وطرق تمويل التنمية المحلية في الجزائر.ثانيا) الطرق الاستشرافية لا سيما التحليل المورفولوجي،وطريقة الخبراء لبناء سيناريوهات لتحقيق وتمويل تنمية المحلية. توصلت على هذه الدراسة،التي أجريت على ضوء آراء الخبراء،الي عدد من النتائجالتي ارتكز أهمها على: التحديات التي تعيق نجاح تطبيق الديمقراطية التشاركية، تحسن مناخ الأعمال والحاجة إلى مزيد من تطوير الإطار التشريعي والقانوني المنظمللشراكة بين القطاعين العام والخاص، وكذلك نتائج أخرى ناتجة عن توقعات ومقترحات الخبراء لإنجاح خيارات تمويل التنمية المحلية المختلفة. L'étude menée avait pour objectif d'anticiper sur l'avenir et le devenir du processus de développement du financement local en Algérie, et cela par l'application de la méthode prospective permettant l'élaboration et l'identification des scénarios les plus réalistes, souhaitables et réalisables. En effet, la démarche poursuivie a permis l'identification des futuribles à devoir concrétiser par l'améliorations du climat des affaire, le développement du partenariat public-privé, la modernisation du système bancaires et du développement de la finance islamique, la décentralisation de la planification et la gestion et la modernisation du système de gestion local, la réforme de la fiscalité locale, l'application des principes de gouvernance et la transparence dans la gestion , le renforcement du rôle du secteur privé dans l'investissement local , l'attractivité des régions et élargir la base d'investissement. Cela devrait permettre l'amélioration du niveau de vie des citoyens et d'augmenter la croissance de l'économie nationale. Pour l'élaboration de cette étude, plusieurs techniques pluridisciplinairesont utilisé. En effet, il a été utilisé i) les méthodes dites quantitatives pour l'analyse des données permettant notamment l'élaboration du diagnostic des finances local en Algérie, ainsi que ii) d'autres méthodes prospectives notamment l'analyse morphologiqueet la méthode des experts pour la construction des scénarios de réalisation et le financement du développement local. L'étude a également atteint, à la lumière des avis et des réponses des experts, un certain nombre de résultats, parmi lesquels: les défis qui entravent le succès de la mise en œuvre de la démocratie participative,l'améliorations du climat des affaire,la nécessité de développer davantage le cadre législatif et légal encadrant le partenariat entre les secteurs public et privé, ainsi que les autresrésultats découlant des attentes et propositions des experts pour la réussite des différentes options de financement du développement local. The aim of the study was to anticipate the future and visualize the development of the domestic financing process in Algeria, by applying the forward-looking method that allows developing and identifying the most realistic, desirable and achievable scenarios. Indeed, the method used allowed us to envision the future that will be implemented by improving the business climate, developing partnership between the public and private sectors, modernizing the banking system and developing Islamic finance, decentralizing planning and administration, modernizing the conduct of local administration, reforming local taxes, and applying the principles of governance and transparency in Management, strengthening the role of the private sector in local investment, attracting regions, and expanding the investment base. This will improve the standard of living of citizens and increase the growth of the national economy. To carry out this study, several multidisciplinary techniques were used, as: first) quantitative methods for analyzing data that allowed us to establish a diagnosis of the public financial situation, and methods of financing local development in Algeria. Second) prospective methods, especially morphological analysis, and the method of experts to build scenarios to achieve and finance local development. This study, which was conducted in light of the opinions of experts, reached a number of results, the most important of which was based on: the challenges that impede the success of implementing participatory democracy, improving the business climate and the need for further development of the legislative and legal framework regulating participation between the public and private sectors, as well as other results resulting from the expectations and suggestions of experts for the success of various local development financing options.
