التخطيط الاستراتيجي ودوره في تحسين أداء المنشآت الرياضية الكبرى

Abstract

هدفت الدراسة الحالية إلى التعرف على دور التخطيط الاستراتيجي بأبعاده( التحليلي البيئي، الاتجاه الاستراتيجي، تنفيذ الاستراتيجية، الرقابة والمتابعة) في تحسين أداء المنشآت الرياضية الكبرى بأبعاده( البعد المالي، العملاء، العمليات التشغيلية، التعلم والنمو، البعد البيئي والمسؤولية الاجتماعية) من وجهة نظر إطارات الإدارة المركزية لوزارة الشباب والرياضة الجزائرية ومسيري الاتحاديات الرياضية الوطنية، اعتمادا على آلية المخطط التوجيهي للرياضة والتجهيزات الرياضية الكبرى نموذجا للدراسة الميدانية، كما هدفت إلى معرفة مدى الإدراك للمفهوم العلمي للتخطيط الاستراتيجي وأبعاده والوعي بأهميته لدى كل من الجهات الرسمية القائمة على شؤون قطاع الشباب و الرياضة، والمشرفين على الاتحادات الرياضية الوطنية، إضافة إلى الكشف عن طبيعة العلاقة بين كل بعد من أبعاد التخطيط الاستراتيجي و أداء المنشآت الرياضية الكبرى بأبعاده مجتمعة، كما هدفت من جهة أخرى إلى الكشف عن وجود فروق في تقدير أفراد عينة الدراسة لمفهوم وأهمية التخطيط الاستراتيجي ولأبعاد التخطيط الاستراتيجي و لأبعاد أداء المنشآت الرياضية الكبرى،تعزى لجهة انتسابها (وزارة/ اتحاديات)

La présente étude visait à identifier le rôle de la planification stratégique dans ses dimensions (analyse environnementale, orientation stratégique, mise en œuvre de la stratégie, contrôle et suivi) dans l'amélioration de la performance des grandes installations sportives dans ses dimensions (dimension financière, clients, processus opérationnels, apprentissage et croissance, dimension environnementale et responsabilité sociale) du point de vue des cadres de l'administration centrale du ministère algérien de la Jeunesse et des Sports et des responsables des fédérations sportives nationales, selon le mécanisme du schéma directeur des sports et des grands équipements sportifs, elle visait également à connaître l'étendue de la connaissance du concept scientifique de la planification stratégique et de ses dimensions, et la prise de conscience de son importance , en plus de révélant la nature de la relation entre chaque dimension de la planification stratégique et la performance des grandes installations sportives dans ses dimensions, et d'autre part, à révéler la présence de différences dans l'évaluation de l'échantillon d'étude du concept et de l'importance de la planification stratégique, les dimensions de la planification stratégique et les dimensions de la performance des grandes installations sportives, en raison de leur affiliation (ministère/fédérations). The current study aimed to identify the role of strategic planning in its dimensions (environmental analysis, strategic direction, strategy implementation, control and follow-up) in improving the performance of major sports facilities in its dimensions (financial dimension, customers, operational processes, learning and growth, environmental dimension and social responsibility) From the point of view of the frameworks of the central administration of the Algerian Ministry of Youth and Sports and the directors of the national sports federations, based on the mechanism of the master plan for sports and major sports equipment as a model for the field study, it also aimed to know the extent of awareness of the scientific concept of strategic planning and its dimensions and awareness of its importance to each of the official bodies based on the affairs of the sector Youth and Sports, Supervisors of National Sports Federations . In addition to revealing the nature of the relationship between each dimension of strategic planning and the performance of major sports facilities in its combined dimensions, it also aimed on the other hand to reveal the existence of differences in the study sample's assessment of the concept and importance of strategic planning due to its affiliation (Ministry/Federations). There are differences in the estimation of the study sample of the dimensions of strategic planning due to its affiliation (Ministry/Federations).
