السياسة العامة للدولة في انشاء وتسيير المؤسسات الرياضية الخاصة كوسيلة للنهوض بالقطاع الرياضي

Abstract

تعتبر المنشأة الرياضية القاعدة الأساسية لممارسة الرياضة بإختلاف أنواعها و على كل مستوياتها، والدولة الجزائرية وسعيا منها لتنمية مستوى الممارسة الرياضية وتطوير الرياضة قامت بالإهتمام بإنشاء وتسيير المنشآت الرياضية العامة منها وكذلك الخاصة الصغيرة والمتوسطة، وهذا ما تفرزه السياسة العامة للدولة في القطاع الرياضي عن طريق النصوص القانونية المتعلقة بهذا الشأن، حيث ورد في مضمونها أن الدولة تسهر وبمشاركة الجماعات المحلية على ترقية ممارسة الرياضة من خلال إنشاء وتسيير المنشآت الرياضية المتنوعة، خاصة في ضل الإصلاحات التي مست المنظومة الرياضية، ومما لا شك فيه أن الضعف والنقص في هذه المنشآت الرياضية ينعكس على مستوى الممارسة الرياضية من جهة وعلى مردود المنافسة الرياضية دون تحقيق الأهداف المنشودة من جهة أخرى، ولهذا نص المشرع الجزائري بأن الدولة تضمن وضع هيآت تمويلية مختلفة لتدعيم المؤسسات الخاصة الصغيرة والمتوسطة، حيث تمنح هذه الهيآت وعلى رأسها الوكالة الوطنية لدعم تشغيل الشباب تحفيزات تمويلية، جبائية، جمركية وأخرى تقنية، لجذب المستثمرين الخواص لهذا المجال وترقية وتطوير المنشآت الرياضية الخاصة الصغيرة والمتوسطة. L'infrastructure sportive est la base de toute pratique sportive , et l'Etat algérien, dans ses efforts pour développer cesecteur, elle a prêté attention à la mise en place et au fonctionnement des infrastructures sportives, publics ainsi que les petits et moyens entreprises sportives privés, et c'est ce qui ressort de la politique générale de l'?tat dans le secteur du sport à travers des textes juridiques liés à ce sujet, comme il était indiqué dans son contenu que l'?tat, avec la participation des autorités locaux, promeut la pratique du sport à travers la création et la gestion de diverses installations sportives, notamment à la lumière des réformes qui ont affecté le système sportif, et il ne fait aucun doute que le manque de ces installations sportives se reflètent dans le niveau de pratique d'une part, et sur les résultats des compétitions sportives sans atteindre les objectifs souhaités d'autre part, et c'est pourquoi le législateur algérien a déclaré que l'Etat garantit la mise en place de diverses structures de financement pour soutenir les PME sportives, en exemple de l'Agence nationale de soutien à l'emploi des jeunes (ANSEJ), reçoivent des incitations financières, fiscales, douanières et technique, pour inciter les investisseurs privés a investir dans ce domaine dans le bute de promouvoir les infrastructures sportives et par conséquent le secteur sportif.

Sports facilities is the basis of any sports practice, and the Algerian State, in its efforts to develop this sector, has paid attention to the establishment and operation of sports infrastructure, public as well as small and medium enterprises private sports, and this is what emerges from the general policy of the State in the sport sector through legal texts related to this subject, as it was indicated in its content that the State, with the participation of the authorities premises, promotes the practice of sport through the creation and management of various sports facilities, especially in light of the reforms that have affected the sports system, and there is no doubt that the lack of these sports facilities is reflected on the level practice on one hand, as well as on thesport results, on the other hand it deeply affected competitions without achieving the desired objectives, this is why the Algerian legislator led the State to created various financing structures to support sports SMEs, for example the National Agency for the Support of Youth Employment (ANSEJ), receive financial, fiscal, customs and technical incentives,in order to encourage private investors to invest in this area with the aim of promoting sports infrastructures and consequently the sports sector
