إشكــالية العـلاقـة بين الإسلام السياسي ونظام الحكم الديمقراطي : دراسة حالتي مصر وتركيا نموذجا (2011-2016)

Abstract

تبحث هذه الدراسة في إشكالية العلاقة بين الإسلام السياسي ونظام الحكم الديمقراطي ضمن مقاربة معرفية ونظرية وتحليلية، تحاول توصيف الإطار العلائــقي بين المتغيرين فكرياً وواقعيا هل هي علاقة تصادم أم علاقة تكامل وتوافق، وذلك عبر طرح الفهم الديمقراطي في تصور النظام السياسي والحركة الإسلامية في مصر وتركيا(الفترة ما بين 2011-2016) كنموذج تطبيقي لاختبار هذه الأطروحات النظرية وتفاعلاتها ونتائجها عبر مسار كامل لتجربتي حكم الإخوان المسلمين وحزب العدالة والتنمية في الأنظمة السياسية التي تنتمي إليها كمجال تقييمي، طلائعي، مقارن، ثم رصد أهم المواقف للقوى الإقليمية والدولية، خاصة القوى الغربية التي غالبا ما تنظر إلى الإسلام السياسي بحذر وتخوف من هذه التجارب الإسلامية التي وصلت إلى السلطة عبر الانتخابات، فيما إذا كانت حقا ستدعم الديمقراطيات الشرعية التي وصلت إلى السلطة بطرق نزيهة حتى ولو تعارضت مصلحتها مع ذلك، وتنتهي الدراسة بتفسير تلكم المواقف بين الغرب والإسلام السياسي والمسلمين عامة، والتي تم على إثرها استخلاص مجموعة من المتطلبات في الاتجاهين من أجل إعادة بناء الحوار بين الطرفين، ثم طرح أهم المعوقات الكائنة والمراجعات التي يجب أن تكون كبديل لصياغة رؤية جديدة للحركات السياسية الإسلامية في الممارسة الديمقراطية، ووضع مجموعة من السيناريوهات المحتملة والآفاق المستقبلية بناءً على ما ورد في البحث للإسلام السياسي والديمقراطية في العالم الإسلامي في ظل متغيرات الواقع المعاصر.

This study investigates the problem of the relationship between political Islam and the democratic system of government through an epistemological, theoretical, and analytical approach that attempts to intellectually and realistically describe the relational framework between the two variables, whether it is a collision or a relationship of integration and agreement. This is accomplished by presenting the democratic understanding of the political system and the Islamic movement in Egypt and Turkey (the period 2011-2016) as an applied model to test these theoretical theses and their interactions and outcomes through a comprehensive course to experience the rule of the Muslim Brotherhood and the Justice and Development Party in the political systems to which they belong as an evaluative, pioneering, and comparative field. Then he monitored the most important positions of regional and international powers, particularly Western powers, which frequently regard political Islam with caution and fear of these Islamic experiences that came to power through elections, to see if they truly supported these legitimate democracies even if their interests contradicted that. The study concludes with an interpretation of those positions between the West, Islamists, and Muslims in general, from which a set of requirements in both directions were extracted in order to rebuild the dialogue between the two parties, and then present the most significant existing obstacles and revisions that should be an alternative to formulating a new vision for Islamic political movements in democratic practice. In addition to developing a set of possible scenarios and future prospects based on what was discussed in the research on political Islam and democracy in the Islamic world in light of contemporary reality variables.
