المشاركة السياسية والتحول الديمقراطي في الجزائر (2012 -1989)

Abstract

تهدف هذه الدراسة إلى محاولة قراءة التجربة الجزائرية في المشاركة السياسية التي لم تنضج فيها شروط الانتقال إلى الديمقراطية حيث كشفت العديد من تجارب العالم عن إمكانية النجاح في الانتقال بمعايير الحد الأدنى للديمقراطية والتي ترتبط بحرية الانتخابات وكذا للتعرف على الأثر الذي أحدثته الانتخابات التشريعية التي جرت في الجزائر خلال الفترة قيد الدراسة، هل شكلت حلقة في سلسلة التطور باتجاه الديمقراطية؟. إن دراسة الحالة الجزائرية أهمية حاسمة لما تميزت به من تجربة استثنائية بعد الانتقال من نظام الحزب الواحد إلى النظام تعدد الأحزاب، دراسة التناقضات العميقة التي يثيرها تفكيك النظام القديم وصعوبات السيطرة على عملية الانتقال نفسها، ومن الآفاق التي تفتحها التجربة الجزائرية ما بعد مرحلة الصراع الداخلي والتي تظهر أن عناصر الانتقال أكثر قوة من الرجوع عن المكاسب التي تحققت حتى الآن.

Resumé : Il peut paraître indiscutable que la participation politique est un objectif clé des institutions démocratiques. Cependant, il peut y avoir des divergences d'opinion légitimes au sujet de la mesure dans laquelle la santé d'une politique pluraliste peut être jugée en fonction de la mesure dans laquelle les citoyens prennent effectivement part à des activités telles que le vote, assistent à des réunions politiques, adhèrent et font des contributions à des partis politiques en tant que membres, discutent de politique, etc. Cette étude contribue a cerner la participation politique en Algérie durant la période (1989-2012) ; cette période a connu des transformations politiques en mettant fin au monopole du pouvoir par le parti unique, décrétant le pluralisme et la séparation des pouvoirs. Cet article a pour objectif aussi de discerner les enjeux et les conditions d'une transition démocratique, toute transition nécessite des conditions afin d'assurer sa réussite : des élections libres compétitives favorisant la participation des citoyens et des parties politiques est le facteur déterminant de l'aboutissement de cette transition.

This study examines the experience of political participation in Algeria during the period of 1989-2012 and its impact on the democratization process that started in the late 1980s. Moreovere, the legal and constitutional systems that governed the political participation is the focus of this paper, as this system had a significant effect on the legislative elections. The since legislative elections lead to the selection of people's representatives who enacts laws and legislations along with monitoring government's actions and policies, their role in the democratic transition is to be scrutinize. Hence, this study attempts to answer the following question : how have the legislative elections that had been held affected the democratization process in Algeria§. The Algerian case represents a distinct experience of transitioning from one-party system to political pluralism, thus, it requires an in-depth analysis.
