إشكالية بناء الدولة في جنوب السودان (2019-2005)

Abstract

تتناول الدراسة تحت عنوان " اشكالية بناء الدولة في جنوب السودان 2005-2019 أهم التحديات التي تواجه عملية البناء بعد الانفصال سنة 2011، تاريخيا عرفت دولة جنوب السودان موجات متكررة من العنف المسلح التي ألقت بضلالها على دولة الجنوب وهددت السلم المجتمعي وعرقلة فرص السلام، ونتيجة لضغوط الداخلية والخارجية استمر مسار السلام ليصل إلى اتفاق السلام الشامل. سياسيا، عرفت السلطة السياسية في الجنوب احتكار الحركة الشعبية لتحرير السلطة وتهميش باقي الأحزاب السياسية والتنظيمات الاجتماعية في الجنوب ما ولد نزاعا مسلحا ممتدا وهو ما يشير لمعضلة من معضلات بناء الدولة. اجتماعيا، تقوم التركيبة الاجتماعية لدولة جنوب السودان على تركيبة مختلفة وغير متجانسة وهو الثقل الذي بقي ماثلا بعد الانفصل باعتبار القبيلة هي المؤسسة الفاعلة في المسرح السياسي والاجتماعي ، وهو ما يبرز أكثر في الصراع الدائر بين الدينكا والنوير. اقتصاديا، واجهت جنوب السودان مجموعة من التحديات في البناء التنموي بسبب الاعتماد المفرط على عائدات النفط وانتشار الفساد في مختلف القطاعات وتراجع الانتاج والاستثمار مما أدى إلى انخفاض معدلات التنمية البشرية وارتفاع لمستويات الفقر المتعدد الأبعاد. أمنيا يعتبر انتشار الاسلحة والميلشيات المسلحة من أكبر التحديات الأمنية التي تواجه الدولة الوليدة ، خارجيا تلعب مجموعة من الدولة الخارجية دورا في عملية البناء ويظهر دور كل من اثيوبيا ، كينيا ، أوغندا، مع دور الكيان الصهيوني وأمريكا في توجيه مسار عملية بناء الدولة في جنوب السودان. This dissertation entitled" the problematic of state building in southern sudan from 2005-2019"in order to study the various challenges facing the parties within to the political process. Historical :the Conflict in the Republic of South Sudan, that was and still a Complicated african Phenomenon in Terms of the Conflict and the Infinite Wars, This situation has resulted in a total inability of state functions to fulfill its obligations to citizens to provide various services ,The study found that political conflict is one of the biggest obstacles to the building state in south sudan this is the process that you have to be through a comprehensive methodology that takes into account the various needs of the components of the society of South Sudan, as well as establishes an effective political and social engineering, and limit the spread of military militias, and armed violence. THe social challenge is the mismanagement of multi-ethnic with the unequal distribution of power among different ethnic groups, have contributed directly to the Fuilure to the national identity built In southern Sudan. Economic weakness: South Sudan suffers from widespread poverty, unemployment, inflation, and weak health and education services. This is due to the government's weak performance in managing the economic sector, excessive dependence on the oil sector, and the spread of corruption in various sectors. Security demension ; is concerned with the different threats that distabilized the security in Southern Sudan, such as the social security dilemma, the security threats, armed militias and organised crime. As for the external dimension, a group of states such as Kenya and Uganda play a prominent role in the process of building the state and supporting peace and stability processes in South Sudan, We can also mention the international role the prominent of Israel andUnited States of America, this is to serve its interests.

Cette thèse intitulée " la problématique de la construction de l'?tat au sud-soudan de 2005 à 2019 " a pour but d'étudier les différents défis auxquels sont confrontés les partis au sein du processus politique. Historique :le Conflit en République du Soudan du Sud, qui était et reste un Phénomène Africain Complexe en termes de Conflit et de Guerres Infinies, Cette situation s'est traduite par une incapacité totale des fonctions étatiques à remplir ses obligations envers les citoyens de fournir divers services ,L'étude a révélé que le conflit politique est l'un des plus grands obstacles à la construction de l'?tat au Soudan du Sud. C'est le processus que vous devez suivre à travers une méthodologie globale qui prend en compte les divers besoins des composantes de la société du Soudan du Sud, ainsi qu'établir une ingénierie politique et sociale efficace, et limiter la propagation des milices militaires, et la violence armée. Le défi social que constitue la mauvaise gestion du multiethnisme avec la répartition inégale du pouvoir entre les différents groupes ethniques, ont contribué directement à la Fuilure de l'identité nationale construite au sud du Soudan. Faiblesse économique : Le Soudan du Sud souffre d'une pauvreté généralisée, du chômage, de l'inflation et de la faiblesse des services de santé et d'éducation. Cela est dû à la faible performance du gouvernement dans la gestion du secteur économique, à la dépendance excessive vis-à-vis du secteur pétrolier et à la propagation de la corruption dans divers secteurs.
