التمكين السياسي للمرأة الجزائرية : دراسة فاعلية النساء البرلمانيات الجزائريات2017-2022 دراسة حالة المجلس الشعبي الوطني

Abstract

تعالج الأطروحة موضوع التمكين السياسي للمرأة الجزائرية، وتركز على دراسة فاعلية النساء البرلمانيات الجزائريات خلال الفترة 2017-2022، وهو أحد المواضيع الشديدة التعقيد نظرا لخوضها في إشكالية الحقوق السياسية للمرأة، التي لا تزال تثار بنوع من الخوف والحذر في الأوساط الأكاديمية والسياسية؛ تنطلق الدراسة للبحث في فاعلية القوانين التي أقرّها المشرع الجزائري في مؤسسات الدولة عامة والمجلس الشعبي الوطني خاصة، بحيث ركّزت الفصول النظرية على الإحاطة بمفهوم التمكين السياسي للمرأة، مع التأكيد على التجربة الجزائرية في هذا المجال، في حين تناولت الفصول التطبيقية المجلس الشعبي الوطني كمحور للدراسة، من أجل تسليط الضوء على الأدوار النيابية للنساء البرلمانيات، لاسيما إذا ما أخذنا بعين الاعتبار حداثة تجربة المرأة الجزائرية في المجلس الشعبي الوطني التي تحتاج مزيدا من الدراسة، لأجل ذلك تم الاعتماد على مساءلة النواب من خلال تقنية الاستبيان للتعرف على وجهات نظرهم في الموضوع. وتوصلت الدراسة لدور التنشئة الاجتماعية والسياسية في بلورة الوعي السياسي للنساء وتفضيلهن للعمل السياسي، في مجتمع يقيد المشاركة السياسية للمرأة وينظر بدونية لممارستها العمل السياسي، وعلى المستوى المؤسسي فإن نظام الحصص كآلية لزيادة تمثيل المرأة في المجالس المنتخبة لا يطرح بالضرورة الفعالية في الأداء، إضافة للنسق المؤسسي السائد في المجلس الشعبي الوطني الذي يعرقل التقدم المهني للمرأة نتيجة غياب الدعم والتعاون بين أعضائه، علاوة على ذلك، تفتقد العديد من النساء البرلمانيات للخبرة نتيجة حداثة تجربتهن في العمل النيابي،إضافة لقصور أدائهن في إيصال مطالب المنتخبين، نتيجة قلة الزيارات الميدانية للاحتكاك بالقاعدة الشعبية، وذلك بسبب عدم قدرتهن على التكتل كفاعل أساسي للتأثير على القرارات والسياسات، أو لتحقيق تغيير هادف لهن أو لصالح غيرهن من النساء.

The thesis deals with the political empowerment of Algerian women, by studying the effectiveness of parliamentarians women during the period 2017-2022, which is one of the most complex topics due to its involvement in the problem of women's political rights, which is still being raised with a kind of fear and caution in the academic and political circles. The study starts with researching the effectiveness of laws approved by the Algerian legislator in state institutions in general and the National People's Assembly in particular, so that the theoretical chapters focused on surrounding the concept of political empowerment of women, with an emphasis on the Algerian experience, while the applied chapters dealt with the National People's Assembly as a case study,in order to shed light on the representative roles of parliamentarianswomen, especially if we take into consideration the recent experience of Algerian women in the National People's Assembly, for that reason, a questionnaire technique was used to identify the deputies views on the subject. The study explored the role of social and political upbringing in crystallizing political awareness of women and their preference for political work, in a society that restricts and views inferiority women's political participation, and at the institutional level, the quota system as a mechanism to increase the representation of women in elected councils, does not necessarily imply the effectiveness in performance, in addition to the prevailing institutional system in the National People's Assembly, which hinders the professional advancement of women due to the lack of support and cooperation among its members; moreover, many parliamentarians women lack experience as a result of their recent experience in parliamentary work, in addition to their lack of performance in communicating the demands of the popular base, due to their inability to act as a leadingactor to influence decisions and policies, or to achieve meaningful change for themselves or for the benefit of other women.

La thèse traite la question de l'autonomisation politique des femmes algériennes, et porte sur l'étude de l'efficacité des femmes parlementaires algériennes au cours de la période 2017-2022, qui est l'un des sujets les plus complexes en raison de son implication dans la problématique des droits politiques des femmes, qui est encore soulevée avec une sorte de peur et de prudence dans les milieux académiques et politiques ; L'étude commence à examiner l'efficacité des lois approuvées par le législateur algérien dans les institutions de l'?tat en général et l'Assemblée populaire nationale en particulier, de sorte que les chapitres théoriques se sont concentrés sur le concept d'autonomisation politique des femmes, en mettant l'accent sur l'expérience algérienne dans ce domaine, alors que les chapitres pratiques traitaient de l'Assemblée populaire nationale comme axe de l'étude, afin d'éclairer les rôles parlementaires des femmes au sein de l'Assemblée populaire nationale, qui nécessite une étude plus approfondie, à cette fin, la responsabilité des députés a été invoquée à travers la technique du questionnaire pour identifier leurs points de vue sur le sujet.
