Abstract

تهدف الدراسة إلىإعادة طرح سؤال التنمية السياسية وعلاقتها بالاستقرار السياسي من خلال رؤية الباحث وتوظيفه لمختلف الأدبيات الغربية في هذا الحقل، وحاجته إلى إعادة قراءة مرحلة من أهم مراحل التحول في عُمر النظام السياسي الجزائري، وتتبع أماكن التمكين وأوجه القصور من أجل معالجتها ولفت نظر الممارسين والدارسين لها. وللإجابة على الفرضيات التي تمحورت حول اختبار تأثير عمليات التنمية السياسية، كالشرعية السياسية، والمؤسسات السياسية، المشاركة السياسية والتداول على السلطة، العنف وغياب التوافقات المجتمعية على الاستقرار السياسياستخدم الباحث إطارًا منهجي ونظري قصد المساعدة على التعمق في دراسة النظام السياسي الجزائري، واستكشاف حدود قدراته وأدواره التي تحكم استقراره. وخلصت الدراسة إلى استنتاج مفاده أن مخرجاتالنظامالسياسيالجزائريلاتصدروفقمشروعللتنميةالسياسيةوإنماتصدرتحتظروفوأزماتتضغطعليهوتهددوجوده،ولميستطعمعالجةجوهرأزماتهوأسبابهامنجذورها،فاتسمتعملياتهبالسطحيةفيالمعالجةوالتسرعفيتبنيالحلول والضعف في الأداء،وإقصاءالشركاءالسياسيينوالاجتماعيينفيإيجادالحلول،مماعرضه لحالة دائمة من عدم الاستقرار السياسي.

The study aims to re-pose the question of political development and its relationship to political stability through the researcher's vision and his employment of various Western literature in this field. And his need to re-read one of the most important stages of transformation in the life of the Algerian political system, and to trace the places of empowerment and shortcomings in order to address them and draw the attention of practitioners and scholars. And to answer the hypotheses that centered around testing the impact of political development processes, such as political legitimacy, political institutions, political participation and power exchange, violence and the absence of societal consensus, on political stability. The researcher used a methodological and theoretical framework in order to help him delve into the study of the Algerian political system, and to explore the limits of its capabilities and roles that govern its stability.The study concluded that the outputs of the Algerian political system are not issued according to a political development project, but are issued under conditions and crises that pressure it and threaten its existence, and it was unable to address the essence of its crises and their causes from their roots, so its operations were characterized by superficiality in treatment, haste in adopting solutions, weakness in performance, and the exclusion of partners. Politicians and social workers find solutions,Which exposed him to a permanent state of political instability.
