الديمقراطية التشاركية كآلية لبناء الثقة بين الإدارة المحلية والمواطن في الجزائر (2011-2020)

Abstract

ساهمت التطورات الأخيرة على مستوى الجماعات المحلية في تغيير نمط تسييرها وإدارتها، حيث انصب الاهتمام على تطبيق الديمقراطية التشاركية المحلية لمعالجة أزمة التمثيل على مستوى مؤسسات الديمقراطية التمثيلية، والتي من مظاهرها انعدام الثقة بين الإدارة المحلية والمواطن وعزوف هذا الأخير عن المشاركة في العملية الانتخابية. وفي الجزائر، توفرت الإرادة السياسية لتطبيق المقاربة التشاركية في التسيير المحلي من خلال تجسيد برامج كبرنامج دعم قدرات الفواعل المحلية (كابدال) الذي يهدف إلى تأطير وتكوين الفواعل المحلية في البلديات النموذجية للمشاركة في صناعة القرار المحلي وبناء الثقة بين الإدارة المحلية وهذه الفواعل من خلال إشراكها واستشارتها في المسائل ذات الاهتمام المحلي لتحقيق ديمقراطية تشاركية وتنمية محلية.

Attention has been focused on applying local participatory democracy to address the crisis of representation at the level of representative democratic institutions, which is manifested by the lack of trust between the local administration and the citizen and the latter's reluctance to participate in the electoral process.
