Abstract

تهدف هذه الدراسة إلى تتبع تطورات الأزمة اليبية منذ اسقاط النظام 2011 إلى غاية 24ديسمبر 2021 تاريخ اجراء الإنتخابات،من خلال رصد ملامح المرحلة الإنتقالية في ليبيا والوقوف على أهم التداعيات التي أنتجتها وصدرتها إلى دول الجوار وأثر ذلك على الامن الإقليمي،حيث أصبح الأمن الداخلي والإقليمي على إرتباط وثيق،فلم تعد الحدود مانعة وعازلة أمام تصاعد وت?رة التهد?دات العابرة للحدود،والتي أثرت على الامن الداخلي للدولة ومست مختلف جوانبه الس?اس?ة والاقتصاد?ة والاجتماع?ة ،الإنسان?ة والب?ئ?ة،كل هذا ساهم في بروز س?اقات نظر?ة جد?دة تؤطر ما حصل من تحولات،وقد تم الإعتماد على المقاربة التي تفسر هذا،من خلال تتبع تداع?ات الأزمة الل?ب?ة على أمن دول الجوار بصفة خاصة والأمن الإقليمي بصفة عامة.

Cette étude vise à suivre l'évolution de la crise libyenne depuis la chute du régime en 2011 jusqu'en décembre 2021, date des élections, en suivant les caractéristiques de la période de transition en Libye et en s'arrêtant sur les répercussions les plus importantes qu'elle a produites et exportés vers les pays voisins et son impact sur la sécurité régionale, à mesure que la sécurité intérieure et régionale sont devenues ?troitement liées, les frontières ne sont plus une barrière et un tampon contre l'escalade du rythme des menaces transfrontalières, qui ont affecté la sécurité intérieure de l'?tat et ont affecté ses différents aspects politiques, économiques, sociaux, humanitaires et environnementaux. Tout cela a contribué à l'émergence de nouveaux contextes théoriques qui encadrent les transformations qui ont eu lieu. L'approche qui l'explique, en traquant les répercussions de la crise libyenne sur la sécurité de les pays voisins en particulier et la sécurité régionale en général.

This study aims to follow the evolution of the Libyan crisis from the fall of the regime in 2011 until December 2021, the date of the elections, by following the characteristics of the transition period in Libya and focusing on the most produced and exported to neighboring countries and its impact on regional security, as internal and regional security have become closely intertwined, borders are no longer a barrier and a buffer against the escalating pace of cross-border threats, which affected the internal security of the state and affected its various political, economic, social, humanitarian and environmental aspects. All of this has contributed to the emergence of new theoretical contexts that frame the transformations that have taken place. The approach that explains it, by tracking the repercussions of the Libyan crisis on the security of neighboring countries in particular and regional security in general.
