الأمن الطاقوي الجزائري بين التحديات والبدائل

Abstract

يهدف هذا البحث إلى الوصول على مجموعة من الأهداف والتي نبرزها في الوصول إلى مفهوم جزائري للأمن الطاقوي يتماشى مع المجتمع الجزائري وتركيبته وخصوصياته ويتماشى مع البنية الاقتصادية للدولة، والأهداف الاستراتيجية للجزائر بشكل عام، المفهوم الذي يركز على تنويع المصادر الطاقوية وتنميتها، خصوصا في ظل التطورات الدولية والإقليمية، والتي تفرض على الجزائر أن تبني استراتيجية اقتصادية وطاقوية تساهم في تحقيق الامن الطاقوي، ومنه الامن الاقتصادي، الذي يعتبر مكونا أساسيا في الأمن الوطني للدولة، كل هذا عبر دراسة مفهوم الأمن بشكل عام، ومختلف التطورات التي مسته، ومن خلاله دراسة وتفكيك مفهوم الامن الطاقوي، ومعرفة وتحليل اهم مكوناته وأهدافه، ثم العمل على دراسة وتحليل مقومات الجزائر الاقتصادية عموما، والموارد الطاقوية بكل أنواعها على وجه الخصوص، وكذا التطرق إلى كل السياسات الاقتصادية والطاقوية، ومدى نجاعتها ومساهمتها في بناء الهيكل الاقتصادي، ومساهمته في عمليات التطوير الوطنية، ثم الوصول إلى اهم التحديات والتهديدات؛ التي تواجه مسألة تحقيق الأمن الطاقوي الجزائري، والآليات الكفيلة لتحقيقه وحمايته من كل التهديدات، وكذا البحث والتحليل في كل البدائل المتاحة أمام الاقتصاد الجزائري؛ لتحقيق الامن الطاقوي، وذلك بالاهتمام بمسألة الانتقال الطاقوي، واستغلال الطاقات البديلة؛ والتي تعتبر فيها الجزائر من اكثر الدول التي تتمتع بها عالميا، والعمل على ترشيد استغلال الطاقات الاحفورية، وبناء سياسات اقتصادية تتماشى مع التطورات الحاصلة في العالم، والخروج من التبعية الاقتصادية للطاقة والمحروقات.

The present research paper seeks to construct an Algerian concept of energy security that is deemed to be in line with the Algerian society through its structure and specificities in addition to its suitability with Algerian economic structure, and its strategic goals. On the same line of thought, this study aims through this concept to focus on diversifying and developing energy sources, especially in light of international developments and regionalism, which imposes on Algeria to adopt an economic and energy strategies that contribute to the achievement of energy security, including economic security, which is an essential component of the state's national security, all through studying the concept of security in general, and the various developments that affected it.On this basis, this research paper will study and dismantle the concept of security Energy, knowing and analyzing its most important components and objectives, then working on studying and analyzing Algeria's economic components in general, and energy resources of all kinds in particular, as well as addressing all economic and energy policies, their effectiveness and contribution to building the economic structure, and their contribution to national development processes, then reaching the most important challenges and threats that stand in the way of achieving Algerian energy security, and the mechanisms to achieve it and protect it from all threats, as well as research and analysis of all the alternatives available to the Algerian economy.In order to achieve energy security, there should be first paying attention to the issue of energy transition, and the exploitation of alternative energies; on the global level, Algeria is considered as one of the countries that is known to possess it and work to rationalize the exploitation of fossil energies, and build economic policies in line with developments in the world, and get out of the economic dependence on energy and fuels.
