تحليل السياسات العامة الجزائرية في مجال العمل والتشغيل 2019-1962

Abstract

تعاني معظم الدول من ظاهرة البطالة التي أصبحت مصدر تهديد للدول والمجتمعات والحكومات كما هي مصدر إزعاج وقلق لصانعي القرار ورجال السياسة والحكم ومصدر خطر يهدد التنمية الاقتصادية والاجتماعية ويهدر الطاقات البشرية الأمر الذي يستدعي التصدي لها من خلال السياسات العامة للتشغيل التي أصبحت مجال بحث واهتمام للعديد من المهتمين والباحثين في العديد من الفروع العلمية وفي مقدمتها علم السياسة والإدارة العامة الأمر الذي يجعل من البحث في موضوع تحليل السياسات العامة للعمل والتشغيل على جانب كبير من الأهمية إن على المستوى الاجتماعي أو السياسي أو الأكاديمي . ومنه يسعى هذا البحث لتحليل السياسات العامة للعمل والتشغيل في الجزائر من خلال البحث في مفاهيمها وخلفياتها الاجتماعية والتاريخية والسياسية والكشف عن صانعيها ومضامينها والمستهدفين منها والأساس الذي تتقرر على أساسه هذه السياسة والوظائف التي تؤديها والانعكاسات التي تتركها في مجالي التنمية والاستقرار الاجتماعي والسياسي للجزائر.

Most countries suffer from the unemployment phenomenon, which has become a threat to states, societies, and governments. In addition, it is considered a source of inconvenience and concern to decision-makers, politicians, and governments, as well as it threatens economic and social development and wastes human resources, which requires addressing it through employment policies that have attracted the interest of many researchers in many scientific branches, foremost of which are political science and public administration. That makes research into the field of labor and employment policy analysis pivotal, whether at the social, political, or academic level.

Therefore, this study aims to analyze public policies for work and employment in Algeria through researching their social, historical, and political backgrounds; and to reveal their makers, contents, targets, the basis on which this policy is based on, the functions it performs, and the implications it has for the development and social and political stability of Algeria.

La plupart des pays souffrent du phénomène du chômage, qui est devenu : une menace (pour les ?tats, les sociétés et les gouvernements), une source (d'inquiétude pour les décideurs) Et Source De menace (Pour le développement économique et social).ce Qui Nécessitait L'intervention Des Politiques Publiques De L'emploi Qui Sont Devenus Un Domain De Recherche de nombreuses branches scientifiques, Et Principalement La science politique et l'administration publique. Cela rend la recherche dans le domaine de l'analyse des politiques Publiques De L'emploi Et du travail D'une Grande Importance Au Niveau Social, Politique Ou Académique.

A Partir De Là, cette Recherche vise à analyser les politiques publiques Algérienne En Matière De L'emploi Et Du Travail (Concepts, Contexte, Elaboration, Contenus, Bénéficiaires Et Impacts Sur la stabilité sociale et politique de l'Algérie.
