تقييم سياسة إصلاح الجماعات المحلية في الجزائر

Abstract

The study dealt with the issue of the policy of reforming local communities in Algeria during 2011-2018, by researching for the effectiveness of the reforms brought by the state to address the problems that the local administration suffered after 7 years of its adoption. to deal with this issue, it has been divided into four chapters. Where the first chapter dealt with the conceptual and theoretical framework of the study by examining all the concepts of its variables, dealing with public policy, its analysis, local Communities and their reform, and the role of policy evaluation in developing local administration, to clarify that evaluation is a basic process that affects all stages of public policy-making, and the second chapter dealt with a diagnosis of the inputs to the reform policy of local communities by describing the internal and external causes and conditions that led the state to take the reform decision and set the laws regulating it, which define the broad outlines of the reform policy and indicate the means for its realization. As for the third chapter, it deals with evaluating the process of making the reform policy of local communities from the beginning of its preparation to its implementation, and mentioning the institutions that carry out the evaluation process, Finally, addressing the evaluation of this policy at the level of the state of Blida, in order to answer the issue of the effectiveness of the reform results in a realistic way in each of the policy axes, represented in the public service, local development and human resource.

تناولت الدراسة موضوع سياسة إصلاح الجماعات المحلية في الجزائر خلال 2011-2018 ، بالبحث عن مدى فعالية الإصلاحات التي أتت بها الدولة لمعالجة المشاكل التي عانت منها الإدارة المحلية بعد مرور 7 سنوات من انتهاجها، ولمعالجة هذا الموضوع تم تقسيمة إلى أربعة فصول، حيث تناول الفصل الأول الإطار المفاهيمي والنظري للدراسة بالتعرض إلى كل مفاهيم متغيراتها بتناول كل من السياسة العامة، تحليلها، الجماعات المحلية وا.صلاحها، ودور تقييم السياسة في تطوير الإدارة المحلية بغية توضيح أن التقييم عملية أساسية تؤثر على كل مراحل صنع السياسة العامة، والفصل الثاني فقد تناول تشخيصا لمدخلات سياسة إصلاح الجماعات المحلية بوصف الأسباب والظروف الداخلية والخارجية التي أدت بالدولة لاتخاذ قرار الإصلاح ووضعها القوانين المنظمة لها، والتي تحدد الخطوط العريضة لسياسة الاصلاح وتبيان الوسائل الموفرة لتجسيدها، اما الفصل الثالث تناول تقييم عملية صنع سياسة إصلاح الجماعات المحلية من بداية إعدادها إلى تنفيذها وذكر المؤسسات التي تقوم بعملية التقييم، وأخيرا الفصل الرابع تم التطرق فيه إلى تقييم هذه السياسة على مستوى ولاية البليدة ، ليتم الإجابة على إشكالية مدى فعالية نتائج الإصلاح واقعيا في كل محور من محاور السياسة والمتمثلة في الخدمة العمومية، التنمية المحلية والمورد البشري.
