نَـمط القيَّادة وعلاقتها بالتَّطوير التَّنظيمِي في الإدارة المحلية الجزائرية

Abstract

هدفت الدراسة إلى محاولة تحديد أثر النمط القيادي على التطوير التنظيمي في الإدارة المحلية الجزائرية من خلال عينة من ثلاث بلديات بولاية الجلفة( الجلفة ، حاسي بحبح ، الشارف). ولقد اعتمد الباحث في جمع بيانات الجانب الميداني من الدراسة على استمارة -استبانة تم إعدادها وتوزيعها على 180 موظف من موظفي عينة الدراسة في الفترة مابين أفريل و جوان 2017 . و توصلت الدراسة من خلال الجانب الميداني إلى مجموعة من النتائج: - النمط القيادي السائد في بلديات عينة الدراسة هو النمط الحر و يليه النمط المستبد ثم النمط الديمقراطي و أخيرا النمط التحويلي. - مستوى التطوير التنظيمي في بلديات عينة الدراسة و فق الأبعاد المدروسة مستوى منخفض. - توجد علاقة ذات دلالة إحصائية بين النمط القيادي والتطوير التنظيمي. - توجد علاقة سالبة ذات دلالة احصائية بين كل من النمط القيادي الحر و النمط القيادي المستبد والتطوير التنظيمي في بلديات محل الدراسة . -توجد علاقة ايجابية ذات دلالة احصائية بين النمط القيادي الديمقراطي والنمط القيادي التحويلي والتطوير التنظيمي في بلديات محل الدراسة. وتنتهي الدراسة بجملة من المقترحات لقيادة التطوير التنظيمي في الإدارة المحلية الجزائرية .

The studyaimed to try to determine the impact of the leadership style on organizationaldevelopment in the Algerian local administration through a sample of threemunicipalities in the wilaya of Djelfa (Djelfa, HassiBahbah, Al-Sharif). In collecting data from the fieldside of the study, the researcherrelied on a questionnaire thatwasprepared and distributed to 180 employees of the studysample in the periodbetween April and June 2017. The studyreachedthrough the fieldside a set of results: - The dominant leadership style in the studysamplemunicipalitiesis the free style, followed by the authoritarian style, then the democratic style, and finally the transformational style. - The level of organizationaldevelopment in the municipalities of the studysampleaccording to the studied dimensions is a lowlevel. - There is a statisticallysignificantrelationshipbetween leadership style and organizationaldevelopment. - There is a negative, statisticallysignificantrelationshipbetween the free leadership style, the authoritarian leadership style, and the organizationaldevelopment in the studiedmunicipalities. - There is a positive, statisticallysignificantrelationshipbetween the democratic leadership style, transformational leadership style, and organizationaldevelopment in the studiedmunicipalities. The study ends with a set of proposals to lead organizationaldevelopment in the Algerian local administration.

L'étudevisait à tenter de déterminerl'impact du style de Commandementsur le développementorganisationneldansl'administration locale algérienne à travers un échantillon de trois communes de wilaya deDjelfa (Djelfa, HassiBahbah, Al-Sharif). Pour collecter les données du côté terrain de l'étude, le chercheurs'estappuyésur un questionnaire qui a étépréparé et distribué à 180 employés de l'échantillon de l'étude entre avril et juin 2017. L'étudeestparvenue par le biais du terrain à un ensemble de résultats : - Le style de Commandement dominant dans les municipalités de l'échantillond'étudeest le style libre, suivi du style autoritaire, puis du style démocratique et enfin du style transformationnel. - Le niveau de développementorganisationneldans les communes de l'échantillond'étudeselon les dimensions étudiéesest un niveaufaible. - Il existeune relation statistiquementsignificative entre le style de Commandement et le développementorganisationnel. - Il existeune relation négative et statistiquementsignificative entre le style de Commandementlibre, le style de Commandementautoritaire et le développementorganisationneldans les municipalitésétudiées. - Il existeune relation positive et statistiquementsignificative entre le style de Commandementdémocratique, le style de Commandementtransformationnel et le développementorganisationneldans les municipalitésétudiées. L'étude se termine par un ensemble de propositions pour conduire le développementorganisationnel de l'administration locale algérienne.
