البعد الاقتصادي في السياسة الخارجية الصينية تجاه إفريقيا( 1978 - 2016 )

Abstract

يعد البحث في السياسة الخارجية الصينية تجاه إفريقيا لاسيما في بعدها الاقتصادي أحد الموضوعات الهامة التي تثير شغف الباحثين والخبراء، خاصة مع تزايد حضور الصين في المنطقة بوتيرة لا مثيل لها.فالاهتمام الصيني بإفريقيا يتعلق برغبة الصين في تلبية احتياجاتها من الموارد الطاقوية والبحث عن أسواق جديدة وعن فرص استثمار خارج مجالها الإقليمي والقاريوالتي لم يكن الغرض منها فقط الاستجابة لاحتياجاتها المباشرة، بل أيضا لمواكبة الصعود الصيني المتسارع على الساحة الدولية وإعطاءه وزنا اقتصاديا ونفوذا جيواستراتجيا. كما جاءت الدراسة أيضا لمعرفة أبعاد التنافس الدولي على إفريقيا (الولايات المتحدة الأمريكية الاتحاد الأوروبي، الهند،واليابان..) والكشف عن مدى قدرة كل طرف من أطراف التنافس في إيجاد موطئ قدم في المنطقة،والوقوف على تقييم الأثار والتأثيرات الإيجابية والسلبية التي يمكن أن تتركها السياسة الاقتصادية للصين في الدول الإفريقية، كما تحاول إلقاء نظرة مستقبلية على أفاق تطور السياسة الإفريقية للصين وأليات تعزيز وجودها.

Researching in the Chines foreign policy towards Africa especially in its economy is considered , one of the important subjects that arouse the passion of the researches and experts in particular with the increasing presence of China in the African region at similar pace ,the Chinese interest in Africa is related to China's desire to meet its needs of energy resources and to search for new markets and investment opportunities outside its own immediate needs but also the accelerating Chinese ascension procession on the international scene and giving it economic weight and geostrategic influence . The study also came to identify the dimensions of international competition for Africa (United States of America. European union. India. Japan).and to reveal the extent of the competence of each of the parties to the competition a foothold in region and to access the positive and negative effects that Chinese economic. Its is also trying to take a look in the future at the prospects for the development of African politics of China and the mechanisms to strengthen its presence.
