الديمقراطية التشاركية كآلية لتفعيل التنمية المحلية في الجزائر

Abstract

تناولت هذه الدراسة تشخيص أهمية الديمقراطية التشاركية كأحدث التوجّهات لتفعيل التنمية المحلية، من خلال إدماج المواطن في الحياة السياسية ومشاركته في صنع واتخاذ القرار، ومتابعة كافة المشاريع المحلية والمشاركة في تحقيقها، ما يعني خلق علاقة فعّالة وتعاونية بين الجهات الرسمية وغير الرسمية بهدف إرساء مبادئ التنمية المحلية، وقد جسّدت الدولة الجزائرية ذلك من خلال إطلاقها لمشروع "كابدال" الذي مثّل مقاربة تشاركية نموذجية وآلية عمل تفاعلية بغية تهيئة الظروف المواتية لتجسيد الديمقراطية التشاركية والدفع بعجلة التنمية المحلية، من خلال دعم قدرات الفاعلين المحليين عبر تفعيل دور كل من المجتمع المدني والقطاع الخاص كنتيجة حتمية لمواكبة مختلف التغيرات التي تطرأ على الدولة والمجتمع معاً من جهة وضرورة إشراك كافة الفواعل في عملية التنمية المحلية من جهة أخرى. This study dealt with diagnosing the importance of participatory democracy as the latest trend in activating local development though the integration of citezen into-political life. Hus participation in decision-making and making the flow-up of all local projects and participation in their realization which means creating an effective and cooperative relationship between official and non-official bodies aining to establish the principals of local development the state has embodied Algeria did this the through launching the “kabdel” project. Wich represented a model participatory approach and an interactive work mechanism, creating the appropriate conditions for the embodiment of participatory democracy and accelerating the well of local development by supporting the capabilities civil society and the private sector.as an inevitable result of keeping pace with the various of local lactors to activate countries changes occurring in the state and society toghether, on the one hand.and on other hand the necessity of involving local development process.
