دور المنظمات الإقليمية في عملية بناء السلام في وضع ما بعد النزاع

Abstract

تتناول هذه الدراسة إشكالية فاعلية استراتيجيات المنظمات الإقليمية، وتحديدا الاتحاد الأوروبي، في تفعيل ترتيبات بناء السلام في دول ما بعد النزاع خلال فترة ما بعد الحرب الباردة. وهدفت الدراسة إلى تبيان أن دور المنظمات الإقليمية في بناء السلام يظل مرهونا بمدى قدرة هذه المنظمات على التكيف مع السياقات المحلية ومعالجة فجوات التنسيق الداخلي ومواجهة التحديات الجيو السياسية، رغم تبنيها لمقاربات شاملة ومتعددة الأبعاد. ولتحقيق هذا الهدف، اعتمدت هذه الدراسة على منهج تحليل المضمون ومنهج دراسة الحالة لاختبار مقاربة الاتحاد الأوروبي في بناء السلام، وتبيان أهم استراتيجياته في وضع ما بعد النزاع في مناطق متباينة، شملت البوسنة والهرسك، كوسوفو، كمبوديا، والكونغو. وقد توصلت هذه الدراسة إلى مجموعة من النتائج، أبرزها أن الاتحاد الأوروبي نجح في فرض نفسه كـقوة معيارية فاعلة في هندسة السلام العالمي عبر دمج أدوات السياسة الخارجية، والأمن، والتنمية. ومع ذلك، أظهرت وجود "فجوة تنفيذية" بين الخطاب المعياري والممارسات الميدانية، حيث يميل النموذج الأوروبي إلى تكريس السلام الليبرالي، الذي يركز على بناء المؤسسات الرسمية وسيادة القانون على حساب الملكية المحلية والتماسك الاجتماعي، مما أدى في بعض الأحيان إلى إنتاج حالات من السلام الهش. كما أبرزت الدراسة وجود تحديات محلية ودولية تحد من فاعلية هذا الدور، تتمثل في تعقيد بيئة النزاع، وفجوة التنسيق بين مؤسسات الاتحاد، والمنافسة الدولية مع قوى الكبرى كالصين وروسيا. وخلصت الدراسة إلى أن آفاق الدور المستقبلي للاتحاد الأوروبي في بناء السلام تتوقف على تطوير نماذج أكثر مرونة واستدامة مع اشراك الفاعلين المحليين ومراعاة خصوصيات الدول الخارجة من النزاع. This study examines the problematic efficacy of regional organizations' strategies -specifically the European Union (EU)- in operationalizing peacebuilding arrangements within post-conflict states during the post-Cold War era. The research aims to demonstrate that the role of regional organizations in peacebuilding remains contingent upon their capacity to adapt to local contexts, bridge internal coordination gaps, and navigate geopolitical challenges, notwithstanding their adoption of comprehensive, multidimensional approaches. To achieve this objective, the study employs content analysis and a case-study methodology to interrogate the EU’s peacebuilding approach and delineate its primary strategies in post-conflict settings across diverse regions, including Bosnia and Herzegovina, Kosovo, Cambodia, and the Democratic Republic of the Congo. The study yields several key findings, most notably that the European Union has successfully asserted itself as a potent "normative power" in global peace architecture by integrating foreign policy, security, and development instruments. However, the results reveal an "executive gap" between normative discourse and field practices; the European model tends to entrench "liberal peace," prioritizing formal institutional building and the rule of law at the expense of local ownership and social cohesion, which has occasionally resulted in "fragile peace" scenarios. Furthermore, the study highlights domestic and international challenges that constrain the efficacy of this role, encompassing the complexity of conflict environments, coordination deficits among EU institutions, and international competition with major powers such as China and Russia. The study concludes that the prospects for the EU's future role in peacebuilding depend on developing more flexible and sustainable models that engage local actors and respect the specificities of states emerging from conflict.
