الإدارة الإلكترونية في المؤسسات التربوية الجزائرية

Abstract

هدفت هذه الدراسة إلى محاولة الإلمام النظري بالإدارة الإلكترونية ، بدراسة عملية التحول من التقليدي للإلكتروني ، و الوقوف على أهم متطلبات تطبيقها و التحديات التي قد تواجهها. و قد تم اسقاط هذه الدراسة على عينة من المؤسسات التربوية التابعة لوزارة التربية الوطنية للإلمام بجوانب واقع الإدارة الإلكترونية داخل هذه الإدارات وكيف استفادت منها في تحسين عملياتها الإدارية و على مدى اسهاماتها و تأثيرها على تطوير الأداء داخل المؤسسات، ، و ما هي التحديات التي تعيق عملية تطبيقها. لتحقيق غاية الدراسة تم تصميم استبيان مخصص لذلك ، ووزعناه على عينة من موظفين داخل المؤسسات التربوية التابعة لوزارة التربية الوطنية ، باختلاف نشاطاتها ووظائفها ، لإعطاء مصداقية للبحث. اعتمدت الدراسة على المنهج الوصفي التحليلي لتحليل واقع تطبيق أنظمة الإدارة الإلكترونية داخل المؤسسات المدروسة، إضافة للمنهج المسحي لجمع المعلومات ميدانيا بهدف تقييم مستوى جاهزية البنية التحتية للمؤسسات بتوفر مختلف المتطلبات لاستخدامهم للإدارة الإلكترونية و معرفة الفجوات الرقمية التي تعاني منها. وقد أظهرت النتائج كيف ساهمت الإدارة الإلكترونية في تبسيط مختلف الإجراءات الإدارية مع تقليص وقت استكمال هذه الإجراءات، كما عادت الإدارة الإلكترونية بالفائدة على تحسين عملية التواصل والأداء الإداري، و لكن رغم نتائجها الإيجابية مازال تحتاج هذه المؤسسات إلى دعم كبير لإصلاح العديد من التحديات التي تعيق الإدارات و التي تعد حاجزا يحول دون التطبيق الأمثل للإدارة الإلكترونية.This study aimed to provide a theoretical understanding of e-government by examining the transition from traditional to electronic government and identifying the most important requirements for its implementation and the challenges it may face. This study was conducted on a sample of educational institutions affiliated with the Ministry of Education to understand the reality of e-government within these administrations, how they benefited from it in improving their administrative processes, the extent of its contributions and impact on performance development within institutions, and the challenges that hinder its implementation. To achieve the objective of the study, a questionnaire was designed for this purpose and distributed to a sample of employees within educational institutions affiliated with the Ministry of Education, with different activities and functions, to give credibility to the research. The study relied on a descriptive analytical approach to analyze the reality of the application of e-government systems within the institutions studied, in addition to a survey approach to collect information in the field with the aim of assessing the level of readiness of the infrastructure of institutions in terms of the availability of various requirements for their use of e-government and identifying the digital gaps they suffer from. The results showed how e-government contributed to simplifying various administrative procedures and reducing the time required to complete them. E-government has also benefited the improvement of communication and administrative performance. However, despite its positive results, these institutions still need significant support to address the many challenges that hinder administrations and prevent the optimal implementation of e-government.
