أثر تقلبات أسعار الصرف على أداء الميزانية العامة

Abstract

تهدف هذه الدراسة إلى التعرّف على العلاقة النظرية بين تقلبات أسعار صرف العملة المحلية والميزانية العامة للدولة، مع إبراز أثر تقلبات سعر صرف الدينار الجزائري على أداء الميزانية العامة في الجزائر. وقد خلصت الدراسة إلى أن التغيّرات في قيمة العملة المحلية، سواء بالارتفاع أو الانخفاض، تؤثر بشكل ملموس على العديد من بنود الميزانية العامة. وأظهرت الدراسة التحليلية أن انخفاض قيمة الدينار الجزائري لم يُؤدِّ إلى زيادة الصادرات ولا إلى تقليص الواردات، خلافًا لما تنصّ عليه النظريات الاقتصادية الكلاسيكية. في المقابل، ساهم هذا الانخفاض في ارتفاع كلٍّ من إيرادات ونفقات الميزانية العامة، دون أن يُسهم في تقليص العجز الموازني. Cette étude vise à analyser la relation théorique entre les fluctuations du taux de change de la monnaie nationale et la performance du budget de l’État, en prenant l’Algérie comme champ d’application. Elle met en évidence l’impact des variations du taux de change du dinar algérien sur les composantes du budget public. Les résultats montrent que les changements de la valeur de la monnaie nationale, à la hausse comme à la baisse, influencent significativement plusieurs postes budgétaires. L’analyse empirique révèle que la dépréciation du dinar algérien n’a pas entraîné une augmentation des exportations ni une réduction des importations, contrairement aux prévisions des théories économiques classiques. En revanche, cette dépréciation a contribué à une hausse des recettes et des dépenses publiques, sans pour autant réduire le déficit budgétaire.This study aims to analyze the theoretical relationship between fluctuations in the national currency exchange rate and the performance of the state budget, using Algeria as a case study. It highlights the impact of changes in the Algerian dinar exchange rate on the components of the public budget. The findings indicate that variations in the value of the national currency, whether appreciation or depreciation, have a significant effect on several budgetary items. The empirical analysis shows that the depreciation of the Algerian dinar did not lead to an increase in exports nor a reduction in imports, contrary to the predictions of classical economic theories. However, this depreciation contributed to an increase in both public revenues and expenditures, without reducing the budget deficit.
