دور مراكز الفكر (Think Tanks) في استشراف السياسات الأمنية : مراكز الفكر الألمانية أنموذجا.

Abstract

In light of the complex stakes and rapid transformations that current international interactions are experiencing, it has become necessary to reconsider the intellectual foundings of security approaches and decision-making models, and put more work to expanding the role of expertise in the decision-making process through more participation of specialized technicians and technocrats in sketching, implementing and foresighting the security policies of states, and in particular countries that seek to play leading roles at the continental level and within the global economic system, such as Germany, one of the main pillars of the European Union and one of the world's important economic and technological centres.

Accordingly, this thesis is concerned with the role of think tanks in activating and strengthening security policy-making and foresight by the innovation and production of ideas, the good employment of information, planning and developing strategies, and assessing policies. This work focused on the German model, through investigating the nature and influence capacity of German think tanks and researching how think tanks contribute in the foresight of German security policies.

In this context, the study relied on various axes, including conceptual parts related to explaining and discussing the sense of think tanks and exploring the meaning of strategic security planning, theoretical and methodological aspects represented in the bureaucratic approach, the thoughts of the technocratic movement, and deductive as well as content analysis methods, in addition to practical aspects that used morphological and structural analyses programs in forecasting security policies, especially German security policies.

The study concluded by identifying the variables, levels, and dimensions that determine German security patterns and policies in the future.

On the other hand, this academic contribution also highlighted the growing role played by think tanks in making and forecasting security policies in Germany. This key element increases the scientific and theoretical legitimacy of the bureaucratic approach in the study of political and security decision-making. في ظل الرهانات المعقدة والتحولات السريعة التي تعرفها التفاعلات الدولية الراهنة، بات من الضروري إعادة النظر في المرجعيات والمنطلقات الفكرية للمقاربات الأمنية ونماذج صنع القرار، والعمل على توسيع دائرة الخبرة في المسار القراري من خلال مساهمة أكثر للفنييين والتكنوقراطيين في رسم وتطبيق واستشراف السياسات الأمنية للدول، وبالخصوص الدول التي تسعى إلى لعب أدوار قيادية على المستوى القاري وفي إطار النظام الاقتصادي العالمي، على غرار ألمانيا، أحد أعمدة الاتحاد الأوروبي وأحد الأقطاب الاقتصادية والتكنولوجية الهامة في العالم.

بناء عليه، تهتم هذه الأطروحة بدور مراكز الفكر في تفعيل وتمتين القرارات المتصلة بصنع السياسات الأمنية واستشرافها من خلال صناعة وإنتاج الأفكار، وحسن استغلال وتوظيف المعلومات، والتخطيط ووضع الاستراتيجيات، وتقويم السياسات، بالتركيز على النموذج الألماني، وبالتحديد من خلال البحث في كيفية مساهمة مراكز الفكر في استشراف السياسات الأمنية وكشف دور ونطاق تأثير مراكز الفكر الألمانية في تحقيق هذا المسعى.

في هذا السياق، اعتمدت الدراسة على محاور مختلفة، شملت جوانب مفاهيمية خاصة بشرح ومناقشة ماهية مراكز الفكر والبحث في مدلول التخطيط الاستراتيجي الأمني، وجوانب نظرية ومنهجية تمثلت في المقاربة البيروقراطية وأفكار الحركة التكنوقراطية ومناهج الاستنباط وتحليل المضمون، زيادة على جوانب تطبيقية استعانت ببرامج التحليل المورفولوجي والهيكلي في استشراف السياسات الأمنية، وبالخصوص السياسات الأمنية الألمانية.

وقد خلصت الدراسة إلى تحديد المتغيرات والمستويات والأبعاد التي تحدد الأنساق والسياسات الأمنية الألمانية مستقبلا، كما أبرزت هذه المساهمة الأكاديمية الدور المتنامي الذي تلعبه مراكز الفكر في استشراف السياسات الأمنية في ألمانيا، مما يزيد من الشرعية العلمية والنظرية للمقاربة البيروقراطية في دراسة صنع القرار السياسي والأمني. À la lumière des enjeux complexes et des transformations rapides que connaissent les interactions internationales actuelles, il est devenu nécessaire de reconsidérer les fondements intellectuels des approches de sécurité et des modèles de prise de décision, et de s’efforcer davantage d’élargir le rôle des idées et l’expertise dans le processus de prise de décision par la participation massif des experts, techniciens et de technocrates spécialisés dans l’esquisse, la mise en œuvre et la prospective des politiques de sécurité des États, et en particulier les pays qui cherchent à jouer des rôles de premier plan au niveau continental et au sein du système économique mondial, comme l’Allemagne ; l’un des principaux piliers de l’Union européenne et l’un des principaux centres économiques et technologiques du monde.

En conséquence, cette thèse s’intéresse au rôle des Think Tanks dans l’activation et le renforcement des décisions liées au prise de décision et de la prospective des politiques de sécurité par l’innovation et la production d’idées, le bon usage de l’information, la planification et le développement de stratégies, et l’évaluation des politiques, en constrant sur le modèle allemand, en étudiant la nature et la capacité d’influence des Think Tanks allemands et comment ils contribuent à la prospective des politiques de sécurité allemandes.

Dans ce contexte, l’étude s’est appuyée sur divers axes, y compris des parties conceptuelles liées à l’explication et à la discussion du sens des Think Tanks et à l’exploration du sens de la planification stratégique de la sécurité, des aspects théoriques et méthodologiques représentés dans l’approche bureaucratique, des pensées du mouvement technocratique et des méthodes d’analyse déductives et de contenu, ainsi que des aspects pratiques qui ont utilisé des programmes d’analyses morphologiques et structurelles dans la prévision des politiques de sécurité, plus particulièrement les politiques sécuritaires allemandes.
