إشكالية الأمن والتنمية في النزاعات الإثنية بالساحل الإفريقي : دراسة حالة الطوارق "2012- 2023"

Abstract

تتمحور الدراسة حول توضيح إشكالية علاقة التأثير والتأثر بين عنصري الأمن والتنمية من جهة، وبين النزاعات الإثنية بمنطقة الساحل الإفريقي من جهة أخرى، مع التركيز على دراسة حالة نزاع الطوارق خلال الفترة الممتدة ما بين عام 2012 الموافق لإعلان تأسيس دولة أزواد بشمال مالي من طرف الحركة الوطنية لتحرير أزواد MNLA، إلى غاية عام 2023، حيث تميزت هذه الفترة على خلاف فترات سابقة بزيادة تأثير الانعكاسات السلبية للتهديدات الأمنية الجديدة كالإرهاب والجريمة المنظمة والهجرة غير الشرعية، على المساعي الدولية والإقليمية الرامية لاستتباب الأمن والاستقرار وتحقيق شروط التنمية الشاملة بمنطقة الطوارق، ناهيك عن تأثيرات الظروف التاريخية المرتبطة بالحقبة الاستعمارية، إضافة إلى التنافس الدولي على مناطق النفوذ لتحقيق أهداف اقتصادية وإستراتيجية. ونظرا للتداعيات الخطيرة للتهديدات الأمنية اللاتماثلية بمنطقة الساحل على الأمن القومي لدول الجوار الإقليمي، فقد سعت الدبلوماسية الجزائرية للأخذ بزمام المبادرة السلمية بالتنسيق مع دول الميدان والمنظمات الإقليمية بقارة إفريقيا، بهدف حل النزاع المسلح بين المتمردين الطوارق والسلطة المركزية ببماكو، من خلال تنظيم المفاوضات بين الأطراف المعنية بالنزاع لتقريب وجهات النظر والتوصل إلى حلول توفيقية مرضية، مع الأخذ بعين الاعتبار أهمية الترتيبات الأمنية The Study focuses on clarifying the problem of the impact and impact relationship between security and development components on the one hand. and between ethnic conflicts in the African Sahel region on other hand, with emphasis on examining the situation of the Tuareg conflict between 2012, corresponding to the announcement of the establishment of the State of Azawad in northern Mali by the MNLA to 2023, where unlike previous periods, this period was marked by an increase in the impact of negative repercussions of new security threats such as terrorism, organized crime and illegal migration international and regional endeavors aimed at establishing security and stability and achieving conditions for the comprehensive development of the Tuareg region, Not to mention the effects of historical conditions associated with the colonial era, as well as international competition for spheres of influence to achieve economic and strategic objectives. Given the serious implications of asymmetric security threats in the Sahel region for the national security of neighbouring States Algerian diplomacy sought to take the peaceful initiative in coordination with the States of the field and regional organizations of the continent of Africa, with a view to resolving the armed conflict between the Tuareg rebels and Bamako's central authority by organizing negotiations between the parties involved in the conflict to bring views closer and reach satisfactory compromises, Taking into account the importance of security and development arrangements as preconditions for accepting the conditions of peace and stability in the region. L'étude se concentre sur la clarification du problème de l'impact et de la relation d'impact entre les composants de sécurité et de développement d'une part. et entre les conflits ethniques dans la région du Sahel africain d'autre part, en mettant l'accent sur l'examen de la situation du conflit touareg entre 2012, correspondant à l'annonce de la création de l'?tat de l'Azawad dans le nord du Mali par le MNLA à 2023, où, contrairement aux périodes précédentes, cette période a été marquée par une augmentation de l'impact des répercussions négatives des nouvelles menaces à la sécurité telles que le terrorisme, le crime organisé et la migration illégale, les efforts internationaux et régionaux visant à établir la sécurité et la stabilité et à créer les conditions nécessaires au développement global de la région touareg, Sans oublier les effets des conditions historiques associées à l'ère coloniale, ainsi que la concurrence internationale pour les sphères d'influence afin d'atteindre des objectifs économiques et stratégiques. Compte tenu des graves implications des menaces asymétriques à la sécurité dans la région du Sahel pour la sécurité nationale des ?tats voisins, la diplomatie algérienne a cherché à prendre l'initiative pacifique en coordination avec les ?tats de terrain et les organisations régionales du continent Afrique, en vue de résoudre le conflit armé entre les rebelles touaregs et l'autorité centrale de Bamako en organisant des négociations entre les parties au conflit pour rapprocher les points de vue et parvenir à des compromis satisfaisants, Tenant compte de l'importance des arrangements de sécurité et de développement comme conditions préalables à l'acceptation des conditions de paix et de stabilité dans la région.
