الاقتصاد الطاقوي في الجزائر بين الطاقات النابضة والطاقات المتجددة

Abstract

بلغ الإنتاج الجزائري من المصادر الأحفورية مستوياته القصوى مما يجعلها آيلة للنضوب في المستقبل القريب، ما ينذر بخطر النفاد ويدفع بحتمية الانتقال إلى موارد متجددة كبديل حيوي لمصادر الطاقات الناضبة، في ظل عوامل طبيعية متعلقة بوفرة الموارد وأخرى اقتصادية متعلقة بالارتباط الوثيق للاقتصاد الجزائري بعوائد المحروقات، لذلك تهدف دراستنا إلى الإجابة على إشكالية ارتباط اقتصاد الطاقة في الجزائر بمصادر الطاقة الناضبة والبحث عن سبل التحول نحو مصادر طاقة بديلة ومتجددة. اعتمدنا في دراستنا على المنهج التحليلي للمؤشرات الاقتصادية والاحصائيات المتعلقة باقتصاد الطاقة في الجزائر من مختلف المصادر، حيث تضمنت خمس فصول حددنا من خلالها الإطار النظري لاقتصاديات الموارد وأبرز النظريات المتعلقة بالانتقال والأمن الطاقويين في العالم، ثم تتطرقنالمكانة المصادر الأحفورية الناضبة في الاقتصاد الجزائري وإلى إمكانيات الجزائر من الطاقات المتجددة وآفاق الاستغلال الأمثل لها، وفي الأخير سعينا من خلال الدراسة إلى طرح استراتيجية تطوير استخدامات الطاقات المتجددة في الجزائر المبنية على اختيار أفضل البدائل الطاقوية المتاحة لتحقيق مزيج طاقوي آمن ومستدام، وخلصت الدراسة إلى أن التحول نحو استخدام وتعميم مصادر الطاقات المتجددة أصبح حتمية في ظل وفرة الموارد الطبيعية التي تمكن من تحقيق الأهداف المسطرة لذلك على المديين المتوسط والبعيد، ويبقى العائق الكبير للمضي في برامج الطاقات المتجددة هو مشكلة التمويل من جهة، وصعوبة فك ارتباط الاقتصاد الوطني بمصادر الطاقات الناضبة من جهة أخرى، في ظل غياب التجسيد الفعلي للاتفاقيات وعقود الشراكة الأجنبية القادرة على النهوض بقطاع الطاقات البديلة والمتجددة.

Algerian production of fossil resources has reached its maximum levels, making it vulnerable to depletion in the near future, which poses the danger of depletion and pushes toward the inevitable moving to renewable resources as a vital alternative to depleting energy sources, taking into account the natural factors related to the abundance of resources and other economic factors pertaining to the dependence of the Algerian economy on hydrocarbon revenues. Therefore, Our study aims to answer the problem of the energy economy in Algeria being linked to depleted energy sources and to search for ways to shift towards alternative and renewable energy sources. In our study, we relied on the analytical approach to analyze the economic indicators and statistics related to the energy economy in Algeria taken from various sources. It included five chapters through which we tackled the theoretical framework of resource economics and the most prominent theories related to energy transition and security in the world. Then we addressed the place of depleted fossil resources in the Algerian economy and Algeria's potential in terms of renewable energies and the prospects of exploiting them optimally. Finally, we attempted to suggest a strategy for developing the uses of renewable energies in Algeria by choosing the best available energy alternatives to achieve a safe and sustainable energy mixture. The study concluded that the shift towards the use and dissemination of renewable energy sources has become inevitable owing to the abundance of natural resources that enable achieving the goals set for this in the medium and long terms. The major obstacle to proceed with new energy programs is the lack of funding, on one hand, and the difficulty of ending to the national economy's dependance on depleting energy sources in light of the absence of actual agreements and foreign partnership contracts that are capable of promoting the sector of alternative and renewable energies.

Dans notreétude, on à adoptél'approcheanalytique pour analyser les indicateurs économiques et les statistiques liées à l'économie énergétique en Algérieprovenant de diverses sources.L'étudecomprenaitcinqchapitres, à Traverslesquels nous avonsdéterminé le cadre théorique de l'économie des ressources et les théories les plus importantes liées à la transition et la sécurité énergétiquesdans le monde. Ensuite nous avons abordé la valeur des ressourcesfossilesépuisées dans l'économie algérienne et les moyens de l'Algérie en matière d'énergies renouvelables et les perspectives de leur exploitation optimale. Enfin, nous avonstenté de proposer une stratégie de développement des usages des énergies renouvelables en Algérie en choisissant les meilleures alternatives énergétiques disponibles pour parvenir à un mélange énergétiquesécurisé et durable. L'étude conclut que le passage à l'utilisation et à la diffusion de sources d'énergie renouvelables est devenu inévitable en raison de l'abondance de ressources naturelles qui permettent d'atteindre les objectifs fixés à moyen et long terme.Lemanque de financement constitue le principal obstacle à la réalisation de nouveaux programmesénergétiques d'un côté, et la difficulté de désengager l'économie nationale des sources d'énergie épuisées d'un autre côté. En l'absence de la concrétisation effective des accordset de contrats de partenariat étrangers capables de promouvoir le secteur des énergiesnouvelles et renouvelables.
