ترشيد النفقات الحكومية ودورها في التنمية المحلية

Abstract

إن التنمية المحلية سياسة وطنية وبرنامج لإصلاح الأوضاع ورفع مستوى المعيشة لأفراد المجتمع في كافة الجوانب، ويلقى على الدولة مسؤولية التدخل بسياسة الإنفاق العام للتأثير على كافة المتغيرات الاقتصادية والاجتماعية تحقيقا للأهداف المناسبة للمجتمع، حيث تلعب الدولة دور المحفز لتوجيه النشاط الاقتصادي الوجهة الأكثر احتياجا، وتوفير البنية التحتية الأساسية إن الدولة الجزائرية تبذل مجهودا كبيرا و تسخر إمكانيات ضخمة بهدف تحقيق الاستقرار الاقتصادي و ترقية المجتمعات المحلية اقتصاديا وثقافيا و اجتماعيا من خلال تبني استراتيجيات وطنية انبثقت عنها برامج تنموية هادفة إلى دفع عجلة النمو لمختلف المناطق و تحقيق التوازن الجهوي إن نجاح التنمية مرهون بفعالية البرامج والمشاريع المختارة لتحقيق أهداف النمو وتخفيف حدة الفقر، التي تستوجب صياغة استراتيجية ملائمة تضمن استغلال أمثل للموارد، ولكن يبقى الانجاز الملموس في الواقع محدود ومرهون بالكوادر البشرية المسؤولة الأولى عن تنفيذها إن عملية التنمية تقتضي مساندة جادة وصادقة من أفراد المجتمع للجهود والإنفاق الحكومي من خلال المساهمة في أعمال التنمية بالرأي أو العمل أو التمويل والمشاركة في الإشراف على تنفيذ برامج التنمية المحلية.

Local development is a national policy and a program to reform conditions and raise the standard of living for members of society in all aspects. The state is responsible for interfering with the policy of public spending to influence all economic and social variables in order to achieve the appropriate goals for society. The state plays the role of a catalyst to direct economic activity to the destination most in need, and to provide infrastructure Basic Infrastructure: The Algerian state is making great efforts and harnessing huge potentials with the aim of achieving economic stability and promoting local communities economically, culturally and socially by adopting national strategies from which development programs have emerged aimed at accelerating growth in various regions and achieving regional balance. The success of development depends on the effectiveness of the programs and projects chosen to achieve the goals of growth and poverty alleviation, which require the formulation of an appropriate strategy that guarantees optimal utilization of resources, but tangible achievement in reality remains limited and depends on the human cadres primarily responsible for its implementation. The development process requires serious and sincere support from members of society for efforts and government spending by contributing to development work through opinion, work, or financing, and participating in supervising the implementation of local development programs.
