دور السياسة السياحية في تنمية البيئة في الجزائر منذ 2000 : دراسة حالة مناطق التوسع السياحي

Abstract

تهدف هذه الدراسة إلى تحليل وتنفيذ وتقييم السياسة العامة السياحية التي انتهجتها الدولة الجزائرية في إطار المخطط التوجيهي للتهيئة السياحية SDAT 2030، والسياسة العامة البيئية التي جاءت في إطار المخطط الوطني لتهيئة الإقليم SNAT2030، وكشف طبيعة العلاقة والتأثير والتأثر والتفاعل الإيجابي والسلبي بينهما (السياحة والبيئة)، مع التركيز على مناطق التوسع السياحي في الجزائر عامة والجزائر العاصمة على وجه الخصوص، كنماذج تساهم في حماية وتنمية البيئة في الجزائر. كما اعتمدت الدراسة على مناهج بحث معينة يفرضها هذا الموضوع، كالمنهج الجدلي، التاريخي، والوصفي، والاستعانة بالمنهج القانوني، بالإضافة إلى أدوات جمع المعلومات (تقنيات البحث) كالإحصائيات وتحليل المضمون، والتي تتطلبها عملية فهم وتحليل وتقييم السياسة السياحية وعلاقتها بالسياسة البيئية. وقد خلصت الدراسة في الأخير إلى توضيح طبيعة العلاقة بين الظاهرتين (السياحة والبيئة)، أي استخلاص درجة التكامل والتفاعل بين المنجزات السياحية والبيئية في الجزائر وتم الوصول إلى نتيجة مفادها أن قطاعي السياحة والبيئة في الجزائر منسجمان ومترابطان ببعضهما البعض، فالسياحة لا تقوم بدون بيئة والعكس صحيح.

This studyanalyzes the implementation and evaluation of the public tourismpolicy,pursued by the Algerian state within the framework of the tourism planning guideline, and the environmentalgeneralpolicy,that came within the framework of the national plan for the preparation of the territory and revealing the nature of the relationship, influence, vulnerability, positive and negative interaction betweenthem (tourism and the environment) , with a focus on tourism expansion areas inAlgeria in general and Algiers in particular, as modelsthatcontribute to the protection and development of the environment in Algeria. The studyalsorelied on certain researchmethodsto deal with thesubject, such as the dialectical,historical, and descriptive approaches, the use of the legalapproach, in addition to information gatheringtools (research techniques) such as statistics and content analysis, which are required by the process of understanding, analyzing and evaluatingtourismpolicy and itsrelationship to environmentalpolicy. Finally, the studyclarified the nature of the relationshipbetween the twophenomena (tourism and the environment), i.e. extracting the degree of integration and interaction betweentourism and environmentalachievements in Algeria, weconcludedthat the tourism and environmentsectors in Algeria are harmonious and interdependentwitheachother, as tourismdoes not existwithout the environment, And vice versa.

Cette étude a pour objectif d'analyser, de mettre en œuvre et d'évaluer la politique touristique menée par l'Etat algérien dans le cadre du plan directeur de développement touristique SDAT 2030, et la politique environnementale qui s'inscrivait dans le cadre du plan national de développement de la région SNAT2030, et de révéler la nature de la relation, de l'influence, de l'impact et de l'interaction positive et négative entre eux (tourisme et environnement), en mettant l'accent sur les domaines de l'expansion touristique en Algérie en général et à Alger en particulier, en tant que modèles qui contribuent à la protection et au développement de l'environnement en Algérie. L'étude s'est également appuyée sur des méthodes de recherche spécifiques imposées par ce thème, telles que l'approche dialectique, historique et descriptive, et l'utilisation de la méthode juridique, en plus d'outils de collecte d'informations (techniques de recherche) tels que les statistiques et l'analyse de contenu, qui sont nécessaires au processus de compréhension, d'analyse et d'évaluation de la politique touristique et de sa relation avec la politique environnementale. Enfin, l'étude a conclu à clarifier la nature de la relation entre les deux phénomènes (tourisme et environnement), c'est-à-dire à déterminer le degré d'intégration et d'interaction entre le tourisme et les réalisations environnementales en Algérie et est parvenue à la conclusion que les secteurs du tourisme et de l'environnement en Algérie sont harmonieux et interdépendants l'un de l'autre, car le tourisme n'existe pas sans environnement et vice versa.
