التنافس الفرنسي الأمريكي في منطقة الساحل والصحراء في إفريقيا : الرهانات والنفوذ

Abstract

يهدف هذا العمل لدراسة التنافس بين فرنسا وأمريكا في منطقة الساحل ، لكون صنع هذه السياسة يتـم في جزء كبير منه على المستوى الإقليمي ، فإن البحث سينصرف لعمل المؤسسات الدولية المعنية لمعرفة الآثار والنتائج المحققة من جراء هذه السياسة ، كالتحقيق في مدى تكيف المؤسسات المكلفة بتنفيذ هذه السياسات على جميع الأصعدة ، كالتي تمارس مهامها في ظل بيئات لها محددات مختلفة منها: الموارد المادية والبشرية،البيئة الثقافية،البيئة الاجتماعية الاقتصادية ،ومكانة النسق الخارجي وبالتالي محاولة معرفة ماهية هذه المحددات ومدى تأثيرها على تنفيذ هذه السياسات،و معرفة كل العقبات التي تقف في وجوه إنجاحها،كما سيتـم التطرق لطبيعة الفوارق غير الرسمية ومدى تأثيرها الموضوعي،والعمل على فهـم كيفية مشاركتها في التعاون مع التحديات في منطقة الساحل. Resumé Ce travail vise à étudier la concurrence entre la France et l'Amérique dans la région du Sahel. Parce que cette politique se fait en grande partie à l'échelle régionale, la recherche s'intéressera aux travaux des institutions internationales concernées pour en connaître les effets et les résultats obtenus. résultat de cette politique, comme par exemple étudier le degré d'adaptation des institutions chargées de mettre en œuvre ces politiques, à tous les niveaux, comme celles qui exercent leurs fonctions dans des environnements qui ont divers déterminants, notamment : matérielles et humaines, l'environnement culturel, l'environnement socio-économique et la position du système externe, et ainsi essayer de connaître quels sont ces déterminants et l'étendue de leur impact sur la mise en œuvre de ces politiques, et connaître tous les obstacles qui font obstacle à leur réussite. La nature des différences informelles et l'étendue de leur impact objectif seront également abordées, et des travaux seront menés pour comprendre comment ils peuvent participer à la coopération face aux défis de la région du Sahel.
