تأثير نقل تكنولوجيا المعلوماتية في الجزائر

Abstract

إن تقنيات المعلوماتية العصرية ظاهرة تتصل بالنظام الاقتصادي والاجتماعي في الجزائر بغرض تلبية الحاجات المتزايدة لمعالجة المعلومات الآلية. يهدف هذا البحث للسعي وراء تقليل التكاليف وتحسين أعمال التسيير، والاستخدام الأمثل للوسائل البشرية والمادية. فإن استخدام هذه التقنيات تحقق نتائج هامة في مختلف النشاطات. وهو ما يؤدي إلى ضرورة استعمال المؤسسات للمعلوماتية لتلبية حاجيات التسيير، يمكن على هذا الأساس أن تتضاعف الحاجيات لحل مختلف المشاكل التي تواجهها الهياكل الاقتصادية والاجتماعية. إن المساهمة الفعالة للمعلوماتية في التنمية تتطلب الكثير من الوقت والوسائل، لأن آثارها سوف تظهر على المدى البعيد. ولقد ركزنا في هذا البحث على المستوى الحالي لاستخدام المعلوماتية كأداة لحسن سير الاقتصاد الوطني... يتميز هذا الاستخدام بنقص في حظيرة الحاسبات من الناحية الكمية والكيفية؛ اختلاف القطاعات فيما بينها لاستعمال هذه التكنولوجيا. إن نقص الوسائل البشرية المؤهلة يعرقل سير عملية التنمية المنسجمة، وجعل من غير المفيد إدخال الحاسبات في النشاطات الاقتصادية والاجتماعية محكوم عليه بسوء الاستعمال.هكذا فإن فتح السوق للقطاع الخاص قد يزيد من انتشار المعلوماتية، وإلى جانب هذا الإجراء فإن مجهودات جبارة بذلت في ميدان التكوين والتحكم في التكنولوجيا عن طريق إنجاز مشاريع صناعية في المعلوماتية. من المتوقع للسنوات المقبلة أن المعلوماتية تستطيع بفضل توزيعها وانتشارها، أن تساهم بكل ضمان في تنمية البلاد اقتصادياً واجتماعياً وحتى علمياً وتكنولوجياً... ولكي تكون مثل هذه المساهمة فعالة ينبغي على الدولة أن تقوم بتوسيع التعاون في ميدان المعلوماتية مع البلدان النامية الأخرى، قصد إبراز استراتيجية موحدة وعمل مشترك.

Les technologies modernes de l'information sont un phénomène lié au système économique et social en Algérie afin de répondre aux besoins croissants de traitement automatisé de l'information. Cette recherche vise à rechercher la réduction des coûts et l'amélioration du travail de gestion, ainsi que l'utilisation optimale des moyens humains et matériels. L'utilisation de ces techniques permet d'obtenir des résultats significatifs dans diverses activités. D'où la nécessité pour les institutions d'utiliser l'informatique pour répondre aux besoins de gestion, sur cette base, les besoins peuvent se multiplier pour résoudre divers problèmes auxquels sont confrontées les structures économiques et sociales. La contribution effective de l'informatique au développement demande beaucoup de temps et de moyens, car ses effets se manifesteront sur le long terme. Nous nous sommes concentrés dans cette recherche sur le niveau actuel d'utilisation de l'informatique comme outil de bon fonctionnement de l'économie nationale... Cet usage se caractérise par un manque d'informatique en termes quantitatifs et qualitatifs ; Différents secteurs entre eux pour utiliser cette technologie. Le manque de moyens humains qualifiés entrave la progression du processus de développement harmonieux et rend inutile l'introduction de l'informatique dans des activités économiques et sociales vouées à l'abus. Ainsi, l'ouverture du marché au secteur privé peut accroître la diffusion de l'informatique, et en plus de cette mesure, des efforts considérables ont été faits dans le domaine de la formation et de la maîtrise de la technologie à travers la réalisation de projets industriels en informatique. On s'attend à ce que pour les années à venir, l'informatique puisse, grâce à sa diffusion et à sa diffusion, contribuer avec pleine garantie au développement du pays sur les plans économique, social, et même scientifique et technologique... Pour qu'une telle contribution pour être efficace, l'Etat doit élargir la coopération dans le domaine de l'informatique avec d'autres pays en développement, afin de mettre en avant une stratégie unifiée et un travail en commun.

This use is characterized by a lack of computers in quantitative and qualitative terms; Different sectors among themselves to use this technology. The lack of qualified human means impedes the progress of the harmonious development process, and made it useless to introduce computers into economic and social activities that are doomed to misuse. Thus, opening the market to the private sector may increase the spread of informatics, and in addition to this measure, tremendous efforts have been made in the field of training and controlling technology through the completion of industrial projects in informatics. It is expected that for the coming years, informatics will be able, thanks to its distribution and spread, to contribute with full guarantee to the development of the country economically, socially, and even scientifically and technologically... In order for such a contribution to be effective, the state should expand cooperation in the field of informatics with other developing countries, in order to highlight a strategy unified and joint action.
