إمكانية التحول من صندوق استقرار إلى صندوق استثمار

Abstract

تهدف الدراسة الىتسليط الضوء على صناديق الثروة السيادية، فهم طريقة عملها وكيفية تطبيقها للإستراتيجية الإستثماريةمن خلال تحليلالإطار العام لهذه الصناديق ودراسة سياستها الإستثمارية بعرض تجارب مجموعة من الصناديق السيادية الناجحة، بالإضافة إلى تحليل تجربة صندوق ضبط الموارد بشكل خاص، تقييم أداءه وتحديد مدى نجاحه في تحقيقالأهداف الأهداف الموكلة إليه، مع محاولة البحث عن الحلول الممكنة لإستحداث صندوق سيادي موازي يتولى الإستثمار في الأسواق العالمية بدل الإكتفاء بصندوق يتولى توظيف أصوله محليا لضمان إستقرار الإقتصاد المحلي، وقد خلصت الدراسة إلى ضرورة إستحداث الجزائر لصندوق سيادي خاصة بعد الدور البارز الذي لعبه صندوق ضبط الموارد في المحافظة على إستقرار الموازنة العامة خلال الأزمة النفطية الأخيرة، لذلك حاولنا خلال هذه الدراسة تعديل النقائص والإختلالات التي عجلتبفشل الصندوق، ضمن مقترح صندوق سيادي جديد يرتكز على أسس قانونية، هيكل تنظيمي ونظام حوكمة فعال، بالإضافة إلى إستراتيجية إستثمارية تتضمن الإستثمار في الأصول المالية الأجنبية. The study attempted to highlight SWFs, understand how they operate and choose the best investment strategy, by analyzing the general framework of these funds and studying their investment policy using experiences of a group of successful sovereign funds, we also analyzed the experience of the Algerian revenue regulation fund particularly, evaluated its performance and the extent of its success in achieving its objectives, with the search for possible solutions to create a sovereign fund who invests in global financial markets, rather than simply a fund that employs its assets locally to ensure the stability of the local economy.The study concludes that Algeria should acquire a sovereign wealth fund, especially after the remarkable role played by the RRF in maintaining the stability of the public budget during the recent oil crisis. Thus, we tried to adjust the shortcomings that precipitated the fund's failure, within the proposal of a new sovereign wealth fund based on legal grounds, an organizational structure, and an effective governance system, in addition to an investment strategy involving investments in foreign financial assets.

L'étude a tenté de mettre en évidence les fonds souverains, comprendre comment ils fonctionnent et comment ils appliquent la stratégie d'investissement, en analysant le cadre général de ces fonds et en étudiant leur politique d'investissement, en présentant les expériences d'un groupe de fonds souverains performants, en plus d'analyser en particulier l'expérience du Fond de régulation des recettes, évaluer sa performance et déterminer son succès dans la réalisation de ses objectifs, en essayant de trouver les solutions possibles pour créer un fond souverain qui investit dans les marchésmondiaux, plutôt qu'un fond qui utilise ses actifs localement pour assurer la stabilité de l'économie locale.L'étude conclut que l'Algérie devrait introduire un fond souverain, surtout après le rôle important joué par le FRR dans le maintien de la stabilité du budget public lors de la récente crise pétrolière, Ainsi, au cours de cette étude, nous avons essayé d'ajuster les lacunes et les déséquilibres qui ont précipité l'échec du fond, dans le cadre de la proposition d'un nouveau fond souverain fondé sur des fondements juridiques, une structure organisationnelle et un système de gouvernance efficaces, ainsi qu'une stratégie d'investissement qui comprend l'investissement dans des actifs financiers étrangers.
