سياسة دعم الإنتاج السينمائي في الجزائر

Abstract

تهدف هذه الدراسة إلى الإحاطة بسياسة دعم الاٍنتاج السينمائي في الجزائر الذي توليه وزارة الثقافة والفنون أهمية كبيرة في سياقها العام، كما حاول الباحث تسليط الضوء على هذه الظاهرة في جانبها النظري و كذا التطبيقي في سياقها الخاص، وعليه فاٍن هذه الدراسة تهدف اٍلى الاٍحاطة بموضوع السينما في الجزائر لمعرفة اٍستراتيجية الدعم لوزارة الثقافة و الفنون و من ورائها الدولة الجزائرية و مساهمتها في الإنتاج السينمائي، من خلال المؤسسات السينمائية المسخرة في خدمة منتجي الأفلام السينماتوغرافية لتحقيق الأهداف المسطرة. يتمثل مجتمع البحث في الأفلام السينمائية الجزائرية المدعمة من طرف وزارة الثقافة و الفنون، اٍلا أنه يصعب إجراء دراسة على كافة هذه الأفلام، فكان لا بد من حصر مجتمع البحث في عينة قصدية من الأفلام السينمائية المنتجة أثناء تظاهرة قسنطينة عاصمة الثقافة العربية لسنة2015 . تندرج هذه الدراسة في إطار البحوث الوصفية التحليلية، حيث اٍعتمد الباحث على المنهج المسحي، و لقد اٍستعان الباحث لإنجاز هذه الدراسة بالأدوات العلمية التالية : الملاحظة العلمية و المقابلة الشخصية. و خلصت نتائج الدراسة الى أن القطاع السينمائي في الجزائر مر بعدت مراحل تطورية منذ نشأته، لكنه بقي دائما تحت مظلة الدولة الجزائرية، حيث أحيط بعناية فائقة من خلال السياسة التي انتهجتها لدعم الاٍنتاج السينمائي من خلال خلق قوانين تنظيمية و اٍنشاء مؤسسات تعنى بمرافقة المنتجين السينمائيين بهدف جعل السينما منبرا لإبراز ثقافة الشعب الجزائري و تخليدا لبطولاته و تمجيدا لتاريخه. This study aims to understand the support policy for film production in Algeria, to which the Ministry of Culture and Arts attaches great importance in its general context. Algerian film production is based on a strategy of support from the Ministry of Culture and the Arts, and behind it the Algerian state, through film institutions dedicated to the service of film producers to achieve the objectives set. The research community is represented by Algerian cinematographic films supported by the Ministry of Culture and the Arts, however, it is difficult to conduct a study on all these films, so it was necessary to limit the research community to a sample intentional of films produced during the event of Constantine capital of Arab culture for the year 2015. This study is part of a descriptive analytical research, where the researcher relied on the method of analytical scanning, using two basic tools: scientific observation as well as personal interview in order to achieve this study. The results of the study concluded that the cinematographic sector in Algeria had gone through several stages of development since its creation.But that it has always remained under the Algerian state, where it has been the subject of great attention through the policy it has adopted to support film production in Algeria, by creating regulatory laws and setting institutions responsible for supporting film producers,in order to make aim cinema a chair of Algerian culture throughout the world, also to commemorate its heroism and glorify its history. Cette étude vise à comprendre la politique de soutien à la production cinématographique en Algérie, à laquelle le ministère de la Culture et des Arts attache une grande importance dans son contexte général. La production cinématographique algérienne repose sur une stratégie de soutien du ministère de la culture et des arts, et derrière elle l'état algérien, à travers des institutions de cinéma dédiées au service des producteurs de films cinématographiques pour atteindre les objectifs fixés. La communauté de la recherche est représentée par des films cinématographiques algériens soutenus par le ministère de la culture et des arts, néanmoins, il est ardu de mener une étude sur tous ces films, il a donc fallu limiter la communauté de la recherche à un échantillon intentionnel de films produits au cours de la manifestation de Constantine capitale de la culture arabe pour l'année 2015. Cette étude s'inscrit dans le cadre d'une recherche analytique descriptive, où, le chercheur s'est appuyé sur la méthode de balayage analytique, en utilisant deux outils de base : l'observation scientifique ainsi que l'entretien personnel afin de réaliser cette étude. Les résultats de l'étude ont conclu que le secteur cinématographique en Algérie a traversé plusieurs étapes de développement depuis sa création, mais qu'il est toujours resté sous l'égide de l'état algérien, où il a fait l'objet d'une grande attention à travers la politique qu'il a adoptée pour soutenir la production cinématographique en algérie, en créant des lois réglementaires et en mettant en place des institutions chargées d'accompagner les producteurs des films dansle but de faire du cinéma une chaire de la culture algérienne à travers le monde, et pour commémorer son héroïsme et glorifier son histoire.
