المؤسسات الدولية وحماية البيئة إشكالية الاتصال بين البعد الدولي والواقع المحلي

Abstract

يناقش البحث إشكالية الاتصال الدولي من أجل حماية البيئة في نشاطاته العابرة للأقطار وذلك من خلال التحديات التي تواجهها المنظمات الدولية في السياق المحلي التي تنشط فيه خارج دولة المنشأ، و مدى فاعلية العلاقات العامة الدولية التي تمارسها، من حيث أنها هي المنوطة برصد عوامل السياق المحلي وخصائص واحتياجات جمهورها المحلي المستهدف حتى تحقق أهدافها، ولقد تناول البحث بالتحليل و الوصف نشاطات منظمة الأمم المتحدة ومساعيها من أجل إدارة قضايا البيئة في الجزائر وفق مقاربة الحوكمة البيئية باعتمادهالآليتي التخطيط الاستراتيجي ومقاربة بناء القدرات ومدى نجاحها في ذلك. L'étude aborde le problème de la communication internationale pour protéger l'environnement, à travers les défis auxquels sont confrontées les organisations internationales dans le contexte local. L'étendue de l'efficacité des relations publiques internationales sont aussi analysées, de par les fonctions de ces relations chargées de détecter les facteurs du contexte local et identifier les caractéristiques et les besoins de leur public local cible permettant d'atteindre leurs objectifs. La recherche analyse et décrit les activités des Nations Unies et ses efforts pour gérer les problèmes environnementaux en Algérie selon l'approche de la gouvernance environnementale. The study discusses the problem of international communication to protect the environment through the challenges facing international organizations in the local context. The extent and the effectiveness of international public relations are also analyzed, as these relations are in charge of monitoring the local context factors and identifying the characteristics and needs of the local audience target in order to achieve their goals. The research analyzes and describes the activities of the United Nations and its endeavors to manage environmental issues in Algeria according to the environmental management approach.
