عرض وتقييم سياسة إصلاح منظومة الضمان الإجتماعي في الجزائر

Abstract

تهدف هذه الأطروحة إلى إعداد وثيقة مرجعية حول إصلاحات منظومة الضمان الاجتماعي في الجزائر، ومحاولة تقييمها لقياس مدى فعالية هذه الإصلاحات في الاستجابة للأهداف المحددة والمتعلقة بالمحافظة على التوازنات المالية لمنظومة الضمان الاجتماعي، ولهذا الغرض تم الاستعانة بمجموعة متنوعة من المؤشرات الاقتصادية الديموغرافية التي يمكن من خلالها تشخيص الأوضاع المالية لصناديق منظومة الضمان الاجتماعي في الجزائر، والتي دخلت مرحلة الاختلال المالي واستفحلت في السنوات الأخيرة أمام ثقل الالتزامات تجاه المشتركين والحاجة إلى اتخاذ إجراءات استعجالية في هذا الشأن. وقد أشارت النتائج إلى ضرورة توظيف احتياطات صندوق التقاعد والصندوق الوطني للضمان الاجتماعي، وتوجيهها نحو نجاعة أكبر لسياسات الاستثمار وتخصيص الأصول وتدبير المخاطر المتصلة بها، مع تجسيد أسس الحكامة الجيدة وتكثيف موارد منظومة الضمان الاجتماعي وتنويعها، وتشجيع العمال الذين ينتمون للاقتصاد غير الرسمي على الانتساب ودعم التشارك الاجتماعي الذي من شأنه ضمان ديمومة منظومة الضمان الاجتماعي. Cette thèse vise à élaborer un document de référence sur les réformes du système de sécurité sociale en Algérie, et une tentative d'y évaluer pour mesurer l'efficacité de ces réformes afin de répondre aux objectifs spécifiques liés au maintien de l'équilibre financier du système de sécurité sociale. A cet effet, divers indicateurs démographiques et économiques ont été utilisés à travers lesquels il est possible de diagnostiquer les conditions financières des caisses du système de sécurité sociale en Algérie, qui sont entrées dans la phase de déséquilibre financier et se sont aggravées ces dernières années face au lourdeur des obligations envers les adhérents et à la nécessité de prendre des mesures urgentes à cet égard. Les résultats ont montré la nécessité d'utiliser les réserves de la Caisse de retraite et de la Caisse nationale de sécurité sociale et de les orienter vers une plus grande efficacité des politiques d'investissement, d'allocation d'actifs et de gestion des risques associés, incarnant les fondements de la bonne gouvernance, intensifiant et diversifiant les ressources du système de sécurité sociale, en encourageant les travailleurs appartenant à l'économie informelle à rejoindre et à soutenir une participation sociale qui pourra garantir la durabilité du système.

This thesis aims to elaborate a reference document on the reforms of the social security system in Algeria, and an attempt to evaluate it to measure the effectiveness of these reforms in responding to the specific objectives related to maintaining the financial balance of the social security system. For this purpose, a variety of demographic economic indicators have been used through which it is possible to diagnose the financial conditions of the funds of the social security system in Algeria, which have entered the stage of financial imbalance and have intensified in recent years due to the burden of obligations towards participants and the need to take urgent measures in this regard. The results indicated the necessity of employing the reserves of the Retirement Fund and the National Social Security Fund and directing them towards greater efficiency for investment policies, asset allocation and management of related risks, embodying the foundations of good governance, intensifying and diversifying the resources of the social security system, encouraging workers who belong to the informal economy to join and support social participation that would ensure the sustainability of the system.
